• Emissions lifecycle carbon emissions for gas- versus battery-powered equipment have not been evaluated. If the goal of a piece of legislation is emissions reductions, lifecycle carbon emissions must be determined to understand societal benefits. A Robust Enforcement Program is Necessary A robust enforcement program will be necessary to ensure fairness to compliant manufacturers, retailers, and end-users. Resources will be needed at state and local levels to ensure compliance with and to enforce the proposed ban. Amid a patchwork quilt of state regulations, such an enforcement and compliance program will undoubtably be cost and resource intensive, and in OPEI’s opinion unworkable. For these reasons, Los Angeles has been unable to enforce its decade-old leaf blower ban. ***** For these reasons, OPEI opposes Alexandria’s proposed gas-powered leaf blower ban.
