RE: CPSC Agenda and Priorities FY 2026 and/or 2027 The Outdoor Power Equipment Institute is an international trade association representing more than 100 manufacturers and their suppliers of gas and electric- powered outdoor power equipment, golf cars, and personal transport and utility vehicles. OPEI member products are ubiquitous in U.S. households and businesses, including equipment such as lawnmowers, garden tractors, grass trimmers, chain saws, snow throwers, generators, utility vehicles and other similarly powered lawn and garden and vehicle applications. OPEI champions outdoor power equipment safety through its role as an American National Standards Institute (ANSI) Accredited Standards Development Organization – leveraging industry’s second-to-none product expertise to publish more than 20 (safety-oriented) outdoor power equipment American National Standards. OPEI members are subject to the requirements of the Consumer Product Safety Act (CPSA), including product defect reporting and recalls in accordance with Substantial Product Hazards requirements (SEC 15, U.S.C. § 2064) and in the development of, and compliance with Consumer Product Safety Standards / Rules (SEC 5, U.S.C. § 2064 / SEC 9, U.S.C. § 2058). As a result, OPEI has a long history of working collaboratively with the U.S. Consumer Product Safety Commission (CPSC) to prevent unreasonable risk of injury associated with the use of outdoor power equipment through voluntary safety standards. In this spirit, OPEI respectfully submits the following comments regarding the agency’s 2026 and/or 2027 agenda and priorities. I. Terminate OHV Debris Penetration Final Rule Activity for FY 2026 In Mach 2023 OPEI published the 3 rd edition of ANSI/OPEI B71.9 American national Standard for Multi-Purpose Off-Highway Utility Vehicles . The voluntary standard includes testing requirements developed to prevent debris-penetration hazards for utility vehicles (“UTVs”). OPEI standards are widely recognized and adopted by manufacturers.
