Russell Township budget close to the finish line
evaluated the land and buildings and also whether they fall under the residential or some other property class heading. The past several weeks of budget discus- sion among staff and council members, with suggestions from residents who at- tended the public review sessions, resulted in some revamping of spending priorities in capital works and adjustments to financing plans for some operations and projects. Despite the reductions in some areas, Jean Leduc, chief administrative officer for the municipality, noted that the budget will allow the township to continue with improvements to some roads, bridges, and water and sewer services in anticipation of future economic growth. He also noted that the municipality is working at paying down its existing loans on past major projects like the Water Re- source Improvement project that linked Russell Township to the City of Ottawa’s dis- tribution network, yet the township still has some leeway in its borrowing capacity to deal with any urgent infrastructure needs, unlike other communities in the region. “I think this is a sign of a growing com- munity,” Leduc said. “We’re not planning just for 2013,” said Mayor St. Pierre. “We’re investing in infrastructure for the next five to 10 years.”

EMBRUN | Just a few days more and the first major job of the new year for Russell Township council and staff will be finished two weeks ahead of the finish of 2012. Next year’s budget comes up for review and approval vote during the Dec. 17 reg- ular session of council. “We’re hoping we can approve this bud- get by Dec. 17,” said Mayor Jean-Paul St. Pierre during a final public review session Dec. 10 of the proposed budget highlights. The session was on simultaneous webcast from council chambers for residents with Internet access who did not want to chance the icy rain that evening. The third draft of the proposed budget projects $18.7 million in operational ex- penses and $15.3 in capital works, for a total budget of $33.9 million in 2013. That works out to a 3.91 per cent increase in the mu- nicipal tax levy portion of the budget rather than a five per cent increase in the original draft. That works out to an average property tax rate of $571.80 for every $100,000 assessed value of a residential property. Individual properties may have higher or lower assess- ments depending on how Ontario’s Mu- nicipal Property Assessment Corp. (MPAC)

Le Festival de Noël de Casselman est un événement d’envergure qui a comme objectif d’accueillir des touristes dans notre belle région et de créer un achalandage dans nos commerces. De plus, en misant sur l’ajout constant de décorations au fil des éditions, notre festival a su se forgé sa propre identité sous le thème de « La Belle étoile », ce qui permet de rassembler notre communauté avec fierté !
