• Address secondary and cumulative impacts upon water quality, bufer ordinances, water supply watershed protection, headwaters protection, etc. (NCDWQ 2010; NCWRC 2002) .
• Work with and promote existing programs that help farmers reduce sedimentation/ero- sion (e.g., install fences to keep livestock out of streams) as well as reduce pesticide and herbicide use. • Provide landowners, developers, and municipal planners with education and guidance on how to protect aquatic habitats and water quality.
