monitoring performance against key per- formance indicators to ensure high quality service. • Manage the planning and control of the site facilities and infrastructure, establish strate- gic direction and ensure delivery. • Motivate, inspire and enable the Facilities team to deliver an outstanding service suited to the needs of a research organisation. • Liaise with senior Institute management and other science leaders to ensure the service meets science requirements. • With the Finance Director, set financial budgets and monitor performance through- out the year. • Ensure value-for-money (VFM) from capi- tal, minor works and maintenance contracts through regular competitive tendering. 2. Strategic planning of capital infrastructure • Develop and maintain a site masterplan and Facilities strategy that provides a working vision for the future of the site. • With the Finance Director and Institute representatives, plan for Facilities capital projects and the associated capital expend- iture profile projecting five years forward for inclusion in annual business plans. • Ensure credible forecasts of long-term cap- ital requirements for incorporation in busi- ness plans. • In conjunction with the Engineering Manager ensure credible estimates of both life-cycle and routine maintenance are included in forecasts of long-term financial requirements for each building. • Work with the institutes’ science representa- tives to understand how their science strat- egies influence the infrastructure require - ments and future development. • Manage the preparation of Business Cases for Capital Projects to support funding appli- cations. • Prepare the Annual Report to Governing Council / Board of Trustees. 3. Capital projects Oversee capital project processes including: • setting up a robust governance structure and procedures for large capital projects, including regular steering group meetings, chaired by a representative from the science customer group;

• ensuring extensive involvement of key scientists and users in briefing and design processes; • and ensuring that protocols for design, quantity-surveying, procurement, project management and cost control of all con- struction projects are established and man- aged to meet public procurement rules. • Establish appropriate procedures to moni- tor project performance. • Lead major project teams and contribute to site developments (e.g. NGI). • Liaise, co-ordinate and communicate with project stakeholders such as user-groups, Institute management, Finance team, BBSRC and, if relevant, local community. • Agree future capital requirements with In- stitute management, Finance Director and BBSRC, and regularly review priorities. 4. Hard and Soft Facilities Management and External Service Management • Provide an effective planning and delivery of planned maintenance across the site • Ensure effectiveness and VFM of high value contracts e.g. catering, security and waste. • Regular performance reviews of external contracts with regular re-tendering of high value contracts. • Seek VFM improvements from external service providers. • Manage the energy reduction strategy for the site and oversee the cost and quality of utility contracts. 5. Other • Contribute to NBI strategy for risk manage- ment. • Ensure robust health and safety proce- dures and compliance standards are in place for all work carried out by staff and external contractors. • Lead on NBI fire safety strategy for JIC, EI and TSL, and provide advice and support across NBI. • Business continuity lead for Facilities Man- agement. • Provide timely communication and quality reporting for the institutes, when required • Develop strong relationships with stake- holders including representatives of the institutes and NBIP heads of department. • Any other duties and activities commensu- rate with the nature and grade of the role.

Job Description

Main purpose of the job: The Head of Facilities will lead the Facili- ties strategy to meet the needs of the Nor- wich Bioscience Institutes (NBI), through developing and maintaining a site master- plan; capital programme delivery; effective capital utilisation; legal compliance and ensuring performance standards are set and maintained that support the world class science in JIC, TSL and EI. The post holder will be responsible for building, managing and servicing the physical infrastructure of the three insti- tutes and for providing soft facilities ser- vices, balancing the quality and cost of the services and ensuring value for money. They will lead and deliver a proactive ser- vice through effective management of the Facilities Team and Contractors, ensuring outstanding levels of service and perfor- mance. The postholder will also contribute to major projects such as Next Generation Infrastructure (NGI). Key relationships: Key relationships will be with the Institute Directors and their teams, Chief Operat- ing Officers, Heads of Support Services, Heads of Departments and Group Lead- ers. The post holder will directly manage six members of the Facilities Team, and will maintain effective working relation- ships with the Facilities team at BBSRC.
