To deliver and evidence a value for money service that captivates our students, staff and visitors through a customer focussed service, which adopts a culture of first-time resolution of issues. Establish from first principles and effectively manage an annual revenue budget of circa £12m, including the effective management of utilities budget of circa £6m. Fully commit the teams to the Journey to Service Excellence project, which is a customer service continuous improvement programme. The post holder is responsible for ensuring that the estates maintenance team operate to a high performing standard when measured against our peer groups. All planned preventative, cyclical and reactive maintenance operations of the University will be delivered in accordance with defined Service Level Agreements established by the post holder. The role has responsibility to lead on a broad range of customer-focused and value for money services in the following professional disciplines: • Estates Infrastructure • Estates Maintenance • Estates Compliance: Legionella, LEV’s, PSSR, LOLER, etc. • University wide Environment and Sustainability • Estates Emergency Planning and Business Continuity • University wide Fire and Asbestos • University Utilities provision • University wide Energy Management • University wide Travel and Waste The post holder will ensure both strategic and operational plans are in place and delivered associated with the above areas of responsibility. The post holder will be a member of the EFCD Senior Leadership Team, and responsible for managing circa 100 staff and a budget of circa £12m.
Key Tasks
The role covers effective management of:-
• Reactive, Planned and Statutory Maintenance operations associated with 200,000m2 of buildings and 1,935 student beds.
To establish and deliver the following Strategic Plans and Management Systems:
• Infrastructure Masterplan • Carbon Management Plan • Long Term Maintenance Plan
• Measured Term Contract and a significant number of specialist maintenance contracts and supply chains.
• Environmental Management System • Compliance Management System • Maintenance Strategy • Estates Major Incident Management Plans • Estates Business Continuity Plans • Waste Management Plan • Travel Management Plan • Estates and Environmental Legal Register
• Statutory and planned maintenance covering such external infrastructure, such as high voltage supplies, water supplies, gas supplies and drainage systems.
• Long Term Maintenance Plan.
• Compliance Plans, including: o Electrical Management Plan o Asbestos Management Plan o Fire Safety Management Plan
o Water Management Plan o Gas Management Plan o Pressure Systems Management Plan
Establish KPIs, target and monitor for all the above strategic plans and disciplines.
