Estates Infrastructure
• Estates Emergency Planning and Business Continuity Scenario Training
Act in the role of Technical Design Authority associated with a £380m capital programme over 4 years and a £7m annual revenue programme beyond. Establish and implement an infrastructure masterplan which demonstrates the estates related investment requirements to support the University in attaining its strategic objectives associated with education, research and knowledge exchange, and sustainability.
Staff Management
The post holder will be expected:
To work at a senior level, being responsible for a pro-active approach to the carrying out of all infrastructure, maintenance and environment operations and development. Regular meetings will be held with the Director of Estates, Facilities and Capital Development to review proposals and progress annual plans. To participate in project and other meetings related to the estate and its property interests, existing and planned for the future, and to advise on the maintenance, energy, Health and Safety and sustainability aspects of planning and design of building projects. To continuously develop a high performing team, numbering approximately 100. Line manage and oversee the work of the senior managers and their teams, ensuring co-operation, co-ordination and good communication. The post holder will be expected to set annual priorities for and monitor progress of both in-house staff and appointed contractors and consultants and to take full responsibility for negotiating and agreeing budgets, work plans and scopes of works. The post holder will be expected to identify, plan for and meet deadlines set by legislation and/or statutory bodies and to carry out the necessary actions. Ensure that annual appraisals for all staff are carried out in accordance with the University’s programme, monitor progress and make recommendations for recognition of effort.
Utilities and Energy
Manage £6m electricity, gas and water utility contracts.
Manage energy effectively, delivering on annual energy savings targets. Implement Carbon Management Plan, delivering on annual carbon reduction targets. Develop and manage computerised Buildings Management Systems, ensuring systems are optimised in terms of capability and function.
Environmental and Sustainability
Effectively manage the: - • Environmental Management team and System (14001)
• Waste management team and plan • Travel management team and plan • Car Parking management team and plan
Health and Safety
Lead on the effective H&S management of the line managed teams and proactively support the Head of Health and Safety with : - • Health and Safety Management team and System (45001) • EFCD H&S Policies and Procedures • University wide Asbestos Management Plan • University wide Fire Safety Management Plan • University wide Water Safety Management Plan
To ensure that all staff are treated equitably and in accordance with statutory and University policies.
Emergency Planning and Business Continuity
To develop and maintain an open and collaborative culture within the Estates Department, developing team building, mentoring, and maintaining a high level of morale.
