Pratt Recycling Mill Gets $125M Permit In Kentucky Conyers, Georgia based Pratt Industries se- cured a building permit valued at $125 million for a new 372,000-square-foot paper mill in Henderson, Kentucky. The mill will recycle used corrugated containers and other mate- rials to make paper for new corrugated boxes. When complete and operational, Pratt’s “industrial complex” will employ 325 people with “good paying” jobs. “This is the largest jobs announcement, we believe, in West- ern Kentucky in 25 years,” said Gov. Andy Beshear in a statement. The city of Henderson obtained the build- ing permit because the Pratt complex is being financed through an industrial revenue bond, and the city owns the 200-acre plant site on the Kentucky 425/South Bypass. Pratt General Manager Ed Kersey said the company’s investment in the complex, origi- nally put at $400 million, is now expected to total at least $500 million.

U.S. Paper Industry Reaches 68 Percent Recyclablility Rate
T he American Forest & Paper Association (AF&PA) last week announced that 68 percent of all paper consumed in the United States was recycled in 2021 – a rate on par with the highest rate previously achieved. Additionally, the recycling rate for old corrugated containers (OCC), com- monly known as cardboard, increased. The rate was 91.4 percent in 2021, up from the 2020 rate of 88.8 percent, and overall, a three-year average of 90.5 percent. “Paper recycling is stronger than ever and remains an environmental success story,” said AF&PA President & CEO Heidi Brock. “In 2021, U.S. paper recycling reached a high rate of achievement. Further evidence that our in- dustry’s investment and public participation in recycling programs are proven and effective.” Paper recycling extends the life of fiber and advances the circular economy. It allows for the creation of new, sus- tainable paper-based packaging and products. “Our industry is a leader in sustainability and under- stands what it means to be a responsible producer,” Brock said. “We are investing nearly $5 billion in projects from 2019 through 2024 to use approximately eight million ad- ditional tons of recovered fiber. NAM: Despite Concerns, Solid Gains In Manufacturing, Production in April Financial markets continue to process higher interest rates and the Federal Reserve’s attempts to control inflation, ac- cording to Chad Moutray, Ph.D. and Chief Economist at the National Association of Manufacturers (NAM) Indeed, the Federal Open Market Committee is likely to hike the fed- eral funds rate by 50 basis points at each of its next two meetings (June 14–15 and July 26–27), and there are con- cerns about the Fed’s ability to navigate a “soft landing” in the outlook. Other uncertainties include the Ukrainian conflict and COVID-19-related shutdowns in China. Yet, industrial production and retail sales data contin- ued to show resilience—at least for now—bucking the pessimism seen in financial markets and the media. While there is increasing talk of recession possibilities, a down- turn is not inevitable, particularly if consumers and busi- nesses continue to spend. For the record, while I continue to forecast economic growth in 2022 and 2023, the risk of a recession next year is higher than this year, with significant downside risks in the outlook (but also ongoing strengths). Manufacturing production rose 0.8 percent in April, expanding strongly for the third straight month, with the headline index notching its best reading since July 2008. In addition, manufacturing capacity utilization jumped to 79.2 percent in April, the highest reading since April 2007. Overall, manufacturing production has risen 5.8 percent year-over-year, with 4.6 percent growth relative to Febru- ary 2020’s pre-pandemic pace. Retail sales grew 0.9 percent in April, buoyed by re- bounding motor vehicles and parts spending and solid growth in most categories of consumer activity. At the same time, gasoline station sales—which are expressed in nominal terms—fell 2.7 percent in April, pulling back some- what after jumping 9.6 percent in March. Retail spending has soared 8.2 percent year-over-year, consistent with the reopening of the economy and with pent-up demand. Consumer spending remains a bright spot, even as Americans cope with higher prices. Yet, there were also signs that economic growth was slowing, with higher interest rates dampening activity. Manufacturing surveys from the New York and Philadel- phia Federal Reserve Banks were both notably weaker. Kentucky created the most net new manufacturing jobs in April, adding 6,000 workers, with Florida generating 16,300 workers in the sector since February 2020, the greatest of any state since the pandemic.

AF&PA Releases April 2022 Packaging Papers Monthly Report The American Forest & Paper Association (AF&PA) re- leased its April 2022 Packaging Papers & Specialty Pack- aging Monthly report. Total packaging papers & specialty packaging shipments in April decreased two percent com- pared to April 2021. They were up one percent when com- pared to the same four months of 2021. • The operating rate was 94.0 percent, up 1.4 points from April 2021 and up 1.3 points year-to-date. • Mill inventories at the end of April decreased 6,000 short tons from the previous month, and were down 8,000 short tons compared to April 2021.

The company said that the facility will house next- generation equipment and manufacturing practices and expand Just-in-Time stocking products and services. “We are excited to expand our Hanover location and to continue to invest in the community where we originally started OX. This is part of a $15 million investment in Hanover that will vertically integrate with our 100 percent recycled paperboard mills and create 50 new green-collar jobs,” said Kevin Hayward, CEO. FBA Technical Committee Continues To Support The Corrugated Industry BY CHASE KAMMERER Part of the mission statement of the Fibre Box Association (FBA) Technical Committee is to “stay abreast of industry

The preliminary concept was to validate the environmental factors published in the Fibre Box Hand- book to date, using boxes in the current marketplace. The Committee was looking to update industry norms and extend the knowledge base for box manufacturing. The factors in the FBA Handbook were based on histori- cal literature, without the 1990s and later data. And recent literature raised questions about whether those factors truly represented what happens in a unit of stacked box- es today. Thus began a multi-year process to update the environmental factors for the Handbook. With two studies completed and two more underway: Impact of Relative Humidity on Top to Bottom Box Compression - In 2019, the Technical Committee complet- ed research on ambient humidity’s effects on box designs. The effect of Relative Humidity is one of the most signifi- cant considerations for corrugated packaging performance
developments and regulations and address all technical aspects of cor- rugated container manufacturing, shipment, and usage. Including de- sign and development of relevant projects, trials, studies, and the pro- duction/publication of technical liter- ature, brochures, and documents.”

Effect of Pallet Overhang on Box Com- pression Strength - Currently, the Technical Committee is working with Virginia Tech to study the impact of pallet overhang on BCT. We expect to finish the project’s testing by the end of December and a final report, most likely in the first quarter of 2023.

Participants appreciate the ability to recognize their plants’ dedication to safety. “This is very meaningful to our teams,” one award winner wrote. “Safety is our number one priority.” For the calendar year 2021, the associations will pres- ent 136 Perfect Plant Awards to plants achieving zero incidents. An additional 274 facilities will receive Safety Excellence Awards for achieving no lost workdays due to job-related injury or illness. The report provides detailed data for more than 171 million hours worked at 723 participating plants. It also in- cludes trend information presented in graphs for record- able cases, restricted duty cases, and days away from work. Award winners are presented as a percentage of to- tal plant participation and the Safety Award Winners page serves as a great summary of achievement, including a count of winners by category, number of Perfect Plant Awards, number of Safety Excellence Awards, total awards given, and the percentage of plants awarded. Participation in the report was voluntary and open to all corrugator or sheet plant facilities manufacturing corru- gated products. The video comes as concerns mount about ensuring the continuation of talented and skilled plant employees across the corrugated packaging industry. Last month, I sat down with Tim Bergwall, Division President for Pa- per Packaging at Greif; Bob McIlvaine, President and CEO at The Royal Group; and Charles Malo, president and CEO at Cascades Container- board Packaging for a panel discussion on labor at the FBA Annual Meet- ing in Laguna Beach, California. All three panelists said their companies were experiencing labor short- ages and shared ideas for attracting workers to plant floor positions. Tim said they’ve streamlined their application process at Greif. Charles said they’re expanding their job fairs and Bob said they’re offering training to new hires on things like how to read a tape measure and other skills that build confidence to keep new workers on the job longer. Many in the audience also shared ideas about how to increase out- reach in their communities and educate potential workers about avail- able jobs in the industry. The new video becomes another tool in companies’ recruitment ef- forts. As a first-hand account from current employees, the video provides shared insights into what makes a job worth pursuing in the corrugat- ed packaging industry. Common themes heard throughout the video in- clude: • It’s not just a job, it’s a career with lots of opportunity for growth. • Working in the industry provides stability – “I’ve never been laid off.” “I’ve always had a job.” And “I’ve been able to provide for my family.”

This method of production is the traditional approach to folding cartons and remains fundamental to
the company’s success – but Haedrich knew that he need- ed to engage in some lateral thinking if he was to ‘break out of the box’ and break into new markets. “We’d been looking at inline flexo for some time, but nothing had caught our eye in terms of specification for the requirements we have,” said Haedrich. “That was until we met Edale and saw the FL5 press. It appeared to move the game on in terms of flexible production capability and still offered top quality print.” Key to the FL5’s appeal was its 20-inch (510mm) web width and ability to handle up to 27pt (700-micron) board. With a rail system capable of taking added features like cold or hot foil and lamination, and a flat-bed die-cutter, the modular design and build of the FL5 makes it as fu- ture-proof as is possible with today’s technology. “It was the demonstration that really convinced us of its commercial viability. according to Haedrich, one of the issues they have selling the new production concept to carton buyers is their dis- belief that the FL5 can do so much, so well, in one pass. So, the company has resorted to its own online demos to prove the case for the FL5. “It’s a real game changer and for us, it points the way ahead,” he said. In fairness to New York Label & Box, the Edale technol- ogy is familiar territory. Having produced roll labels since the 1960s, the company is well set-up for inline flexo pro- duction and all that single-pass production includes. “If you compare it with traditional carton work, it’s both time and space saving, as well as less wasteful, which is im- portant when you consider the cost of some of the stocks we use. In an era when sustainability is the word on every- one’s lips in our industry, we think inline production has a strong case to make,” said Haedrich. Good Partnership Any reticence the U.S. company had initially about in- vesting in UK technology was quickly dispelled with an in- stallation and commissioning that went “like clockwork,” and Haedrich is keen to acknowledge the ongoing sup- port he has received from Edale. “From set up to operator training, it’s been an easy learning curve for us thanks to Edale’s technicians, and now the FL5 is up and running in full commercial operation we can substantiate the claims
