Background
The VA Merit Review award is a competitive grant that provides support for research and laboratory operations and acceptance of this award requires a VA appointment and salary from the VA. Salary from the VA cannot be transferred to UC and therefore a procedure to manage these different sources of salary support need to be established. Guidelines • VA Merit Review grant proposal may be submitted with approval of the Department Chair. • If the VA Merit Review grant is funded, the associated VA salary must be documented and provided to the Department Chair and Dean of the College of Medicine. The following rules will govern any change to UC salary: o If the faculty member has existing extramural funding (excluding VA) to support ≥75% of total UC salary (limited to the current NIH cap), then no change is required to the faculty member’s UC salary. See Example A, below. Extramural funding is defined as funding received from sponsored awards administered byUC. o If the faculty member has existing extramural funding (excluding VA) that covers less than 75% of their total UC salary (limited to the current NIH cap), then their UC salary will be reduced by the amount that would bring them to 75% or the amount of the VA Merit Award salary support, whichever is smaller. The UC salary cannot be reduced below the minimum salary for rank as outlined in the AAUP Collective Bargaining Agreement. See Examples B and C, below. • Any change to UC salary must be agreed upon by the Department Chair. The faculty member will maintain his/her current UC appointment and will receive a letter signed by the Department Chair and the Dean of the College of Medicine to notify him/her of the UC salary change. • The UC salary will be recalculated annually during the period the faculty member holds a VA Merit Review award so that the UC salary is based on current information, which will take into consideration any changes to compensation, effort, NIH cap, etc. • To reduce the impact to PhD faculty that had a VA Merit Award prior to the original effective date of this policy (12/01/2015) in which they received the VA salary without reducing their UC salary, the UC salary reduction per this policy will be effective with the next renewal/continuation or a new VA Merit Award.
