the electoral act and the democratic transition process by shedding light on the Moroccan experience. In addition, the study relies on qualitative analysis mechanisms that focus mainly on the outcomes and the impact on the electoral process in Morocco, and the extent of their contribution to the success of the political reform process and the consolidation of democratic practice within the constitutional institutions. It concludes that there is no conditional link between the electoral process and the establishment of democracy no matter how competitive elections become and how much they have maintained their periodicity and integrity, and that the ability to achieve democracy through intersection with the electoral function requires, first and foremost, a constitutional environment that guarantees the separation of powers and the effectiveness of elected constitutional institutions.
