التطبيع مع إسرائيل بين السالم البارد والسالم الدافئ Normalisation with Israel: Between Cold Peace and Warm Peace * Hassan Barari - حسن البراري ملخص: تتنـاول الدراسـة مسـألة التطبيـع بيـن إسـرائيل وعـدد مـن الـدول العربيـة وتتتبَّــع مسـاراته ورهاناتـه، وتحـاول اإلجابـة عـن سـؤالين رئيسـيين، همـا: هـل سـيفضي التطبيـع يف نهايـة املطـاف إلـى إرسـاء دعائـم السـام يف املنطقـة ويمهـد لبنـاء الثقـة بيـن أعـداء األمـس؟ وهـل سيشـعر املواطـن العربـي بعوائـد السـام؟ لإلجابـة ىلع هذيـن السـؤالين، توظـف الدراسـة املنهـج البنائـي يف العلقـات الدوليـة الـذي يــرى أن لألفــكار دورًا كبيــرًا يف رســم تصــورات التهديــد؛ فإســرائيل لــم تنجــح يف قلـب هـذه األفـكار السـائدة بيـن الشـعوب العربيـة. وتميـز الدراسـة بيـن نمطيـن مـن التطبيـع، همـا: السـام الدافـئ والسـام البـارد، وترصـد ثلثـة سـيناريوهات ملسـار التطبيـع وآفاقـه يف املسـتقبل القريـب. التطبيع، الدول العربية، اتفاق أبراهام، السلم الدافئ، السلم البارد. كلمات مفتاحية: Abstract: This study examines the question of normalisation between Israel and a number of Arab countries, follows their courses and stakes, and addresses two key questions: will normalisation eventually reinforce the pillars of peace in the region and pave the way for building trust among former enemies? Will the average Arab citizen enjoy the returns of peace? To answer these questions, the study takes on the constructivist approach in international relations, which gives ideas a great role in the creation of perceptions of threat. Israel has failed to shatter the ideas prevailing among Arab peoples. Moreover, the study differentiates between two types of normalization – cold peace and warm peace – and forecasts three scenarios for the course of normalisation in the near future. for years to come.
