n Wednesday, April 10th, the Southern New Jersey Chapter of the Appraisal Institute hosted its joint dinner meeting with the Assessors at the Adelphia Grand Ballroom in Deptford. The seminar “NJ Issues with Today’s Assessors & Appraisers” was presented by the following: • James LeBlon, Principal Field Representative, NJ Division of Taxation • Stephen Walters, CTA, Monmouth County Assessor • Matt Clark, CTA, Monmouth County Tax Board Administrator • John Butow, CTA, Long Branch Assessor Participants heard true state of the industry reports. LeBlon discussed renewable energy sources (primarily solar panels) on vacant land. He focused on ideas such as whether improvements are considered real or personal property; the possible changes in land value; how the current value of the SREC’s (credits) may affect future solar projects. Demonstration Pilot, which will change the way assessors conduct business. They also discussed the uniform treatment from a unique disaster: Getting ahead of assessments in the wake of Sandy. They discuss their attempt to balance statute and storm. After dinner, the group was honored to have a special dinner speaker: The Honorable Patrick DeAlmeida, J.T.C. of the NJ Tax Court. Judge DeAlmeida discussed tax court issues & recent cases from across the state. As always, his insight and experience was a great benefit to all. On March 15th, Craig Bickel earned his MAI designation. We were pleased to present him his certificate at the April 10th seminar at the Adelphia. Craig has been active as an appraiser in the greater Philadelphia area for over twenty years

with focus upon valuation of commercial/ industrial properties. His licensure has included New Jersey, Pennsylvania and Delaware. Craig began his appraisal career with Carroll-McIlhinney where he remained for over ten years before working with Cushman & Wakefield in their Phila- delphia office. Craig left C&W five years ago to form Keystone Realty Advisors, a firm in which he is a principal together with his partner, Dan Rudderow, also formerly of C&W’s appraisal division. At this time, Keystone primarily provides consulting services to taxing authorities in Pennsylvania including litigation support for their respective solicitors and in the process coordinates with appraisers throughout the region as necessary for Keystone’s clients to obtain requisite appraisal services. Craig’s education includes a B.S. Engineering and MBA, and is a licensed real estate broker NJ and PA. Craig is delighted to have put the demonstration report behind him as necessary to complete his designation requirements. Craig was one of the early participants in theAppraisal Institute’s new Capstone Program that provides a comprehensive case study approach to the traditional demo. The Chapter holds 4 dinner meetings a year: January, April, September and November. All except the January meeting include 2-3 continuing education credits. This is a wonderful way to meet your CE requirement and talk to new and old friends and colleagues. The next chapter meeting will be September 30th at Mastoris in Bordentown. The seminar is titled “NJ Appraiser Law, Rules and Regulations” and will be presented by Joseph Palumbo, SRA. This seminar is designed to be similar to mandated PA and DE classes related to appraiser licensing. The course will provide attendees with the information needed to understand and clarify their responsibilities as licensed and certified appraisers. The course covers; history of appraiser licensing nationally and locally, NJ license types, CE requirements and audits, the complaint process, NJ state Appraisal Board procedures, the consumer complaint process and common deficiencies, misunderstood areas.
