City Council meetings are held on the second and fourth Mondays each month. Planning & Zoning meetings are held on the first and third Mondays each month. All of these meetings start at 6:30 p.m. at City Hall, located at 3519 Liberty Dr., Pearland, Texas 77581. Residents can watch the meetings live at pearlandtx.gov/citycouncilvideos. Parks, Recreation and Beautification Board meetings are held on the second Thursday each month at 8:15 a.m. at the Recreation Center & Natatorium, located at 4141 Bailey Rd., Pearland, Texas 77584.

Pearland is located immediately south and adjacent to Houston in the Texas Gulf Coast Region in Brazoria, Fort Bend and Harris counties. PARKS AND RECREATION

TEXAS RECREATION & PARK SOCIETY (TRAPS) Pearland Parks & Recreation’s Coastal Prairie Restoration project at the Shadow Creek Ranch Nature Trail was selected by TRAPS for the statewide Park Development Innovation Award. Each year, TRAPS honors outstanding work in the field of parks and recreation through its statewide awards program. HOUSTON-GALVESTON AREA COUNCIL (H-GAC) H-GAC gave the Parks and Natural Areas Award to Pearland Parks & Recreation. The award honors outstanding parks and natural areas around the region. CERTIFIED PARK AND RECREATION PROFESSIONAL (CPRP) Pearland Parks & Recreation received its recertification as a CPRP, a national standard for all parks and recreation professionals who want to be at the forefront of the business of parks and recreation.

TOP WORKPLACES OF 2023 USA The City of Pearland received a Top Workplaces of 2023 USA award from Energage, a leading research firm that specializes in employee engagement and workplace culture. The award was based on the results of an anonymous survey of the City’s employees.

The City of Pearland Fire Department received the 2023 Achievement of Excellence in Fire Prevention award from TXFMA for performance excellence in fire prevention.

Dear Residents and Friends of Pearland, I hope this letter finds you in good health and high spirits. As we stand on the cusp of a new year, I am filled with a deep sense of optimism and excitement about the future

and ensuring that Pearland remains a city of opportunity and inclusivity. The initiatives outlined are designed not just to address the needs of today but to lay the foundation for a thriving tomorrow. We will continue to invest in our infrastructure, nurture our local businesses and empower our youth and future leaders. Together, we will enhance our City services, making Pearland an even better place to live, work and raise a family. I want to express my heartfelt gratitude to each one of you for your invaluable contributions to our community. Whether through volunteering, supporting local businesses or simply being a good neighbor, you make Pearland the vibrant, compassionate and resilient city it is. INNOVATION + IMPROVEMENT

BUDGET OVERVIEW

An organization’s purpose drives continuous innovation and improvement; this motivation moves our City ever forward. Everyone has a take on what lies at the heart of public service. Here are just a few examples from City of Pearland employees: Building a strong community by providing vital public services to all fairly and equitably. Making the lives of our citizens better. Creating an attractive and safe community where citizens and businesses will realize value in establishing roots. The City kept “resiliency” at the center of the conversation in developing the Fiscal Year 2024 Budget, ensuring effective investment, growth and development of core services that make our community receptive to changes.

DRAINAGE INVESTMENT In FY24, an additional $112,000 (for a total of $1.9 million) will be used for preventive drainage maintenance. In addition, a storm water drain inspector was hired for this fiscal year. CAPITAL IMPROVEMENTS Our Capital Improvements Plan has $850.7 million committed to projects within the next five years. The vast majority of that amount—$429.7 million—is needed for water and wastewater improvements. These needs are repaid by users of the systems from the City’s Enterprise Fund, which operates as a business and charges rates to ensure the fund is self-supporting. Of the remaining $421 million, $118.6 million is dedicated to street projects.

SHARI COLEMAN ANIMAL SHELTER 8311 FREEDOM DR. This facility was named for the late Shari D. Coleman, former manager of Pearland Animal Shelter, in recognition of her remarkable 17-year tenure, during which she saved the lives of thousands of animals. Her enduring compassion for both people and animals was evident in her extensive years of community service.

GLENDA DAWSON HIGH SCHOOL 2050 CULLEN BLVD. The school was named after former Texas Representative Glenda Dawson, who taught for 34 years at Pearland High School. The groundbreaking ceremony took place on August 1, 2007, with the school opening for the start of the 2009–10 school year.

DELORES FENWICK NATURE CENTER 5750 MAGNOLIA PKWY.

APRIL Delores Fenwick was a founding member of and volunteer with the nonprofit organization Keep Pearland Beautiful (KPB), for which she also served as president. In the early 1980s, Fenwick helped organize the first recycling program with KPB in the Lions Club parking lot and later at the Old Alvin Road location. Her contributions were instrumental in securing numerous awards and grants for KPB, including four Governor’s Community Achievement Awards, with the most recent one earned in 2006.

DAVID L. SMITH FIRE ADMINISTRATION BUILDING 2703 VETERANS DR. David L. Smith, a longtime Pearland resident, was a charter member of and driving force behind the creation of the Pearland EMS. He served on the 1st City Council, was a volunteer fireman for over 50 years and held a Texas Peace Officer license. Smith also managed the Fire/EMS Department as the City’s Emergency Management Coordinator and Director of Public Works until 2000.

JUNE Joseph Christopher Doyle began his public service as a Pearland police officer in 1979 and ultimately retired as Chief of Police in 2017. One of the most notable contributions Chief Doyle made was to implement the Data-Driven Approaches to Crime and Traffic Safety (DDACTS) model; Pearland was the first police agency of its kind to institute this approach.

LEON SABLATURA MIDDLE SCHOOL 2201 N. GALVESTON AVE. Known for his positive energy and permanent smile, Leon Sablatura saw the good in every kid and helped them to see the good in teachers, too. After a career that spanned three decades and included roles as a football coach, athletic director and teacher, Sablatura died in 1995 at age 59 from a heart attack caused by asthma. During the last few years of his life, Sablatura worked with at-risk students and was a district liaison to the community.

ZYCHLINSKI PARK 2243 N. GRAND BLVD.

This park bears the name of Captain Wilhelm Zychlinski, a Polish nobleman who came to Brazoria County in the late 1880s, fell in love with the flowering pear trees and named the city Pearland. He bought 5,991 acres of land by a railroad siding switch at a station called Mark Belt. Shortly after completing his town plat, Zychlinski moved and left his lawyer, J.W. O’Brian, to file the map of Pearland with the county Hall of Records on September 26, 1894.

TOM REID LIBRARY 3522 LIBERTY DR.

Tom Reid moved with his family to Pearland in 1965, and both his son and daughter graduated from Pearland schools. He was active in the Pearland community, serving as Scout Troop Committee Chairman, City Planning Commissioner, City Councilman, Chairman of the Pearland Library Board, Chairman of Brazoria Drainage District #4 and Mayor. Upon his retirement in November 2020, Reid received the title Mayor Emeritus. He passed away peacefully in June 2023.

JOHN HARGROVE ENVIRONMENTAL COMPLEX 5800 MAGNOLIA RD. The John Hargrove Environmental Complex, which received its name in March 2008, serves as an example of environmental stewardship in Pearland. It is made up of the SWEC, the Stella Roberts Recycling Center and the Delores Fenwick Nature Center.

MELVIN KNAPP ACTIVITY CENTER 2424 SOUTH PARK AVE. Melvin Knapp’s unselfish contributions, consideration, support and empathy had a distinct impact on the quality of life for citizens of Pearland. In recognition of Knapp’s death as a significant loss to the city in which he won deep respect and affection, the City Council named this building after him in 1989.

BARBARA COCKRELL ELEMENTARY SCHOOL 3500 MCHARD RD. Barbara Cockrell joined the Pearland school district in 1974, serving as a bus driver until her retirement in 2000. She returned to the district from 2001 until her passing in 2005. Described as energetic and joyous, Cockrell is remembered for the positive attitude she brought with her every day.
