should be supplemented by efficient energy conservation consultancy services, and also include institutional models for revitalization of especially heat conservation incentives in rental buildings. This work is the result of the research project The RentalCal Horizon 20 EU project: http://www.rentalcal.eu/ dealing with heat conservation in rental houses, and the 4th Generation District heating project http://4dh.plan. aau.dk/, dealing with coming district heating systems.
The purple column shows the amount of heat conservation with a positive present value, if we implement a reform with 100% variable tariffs in combination with 30 years 2% loans. If all heat conservation investments with a positive present value are implemented, the present heat consumption will be reduced by around 50%, which is closer to the optimal conservation level than Scenario A in figure 3, with 60% reduction, which seems to be overinvesting in heat conservation.
