EXECUTIVE SUMMARY This mail-out has been prepared to inform you about the issues that we will discuss at the 7 October 2024 Annual Meeting. This year the primary issue will be the election of members to the Board of Governors. We will also provide an update on the Club’s Strategic Plan that was approved last year, an update on the purchase of the Apartment Building to house J-1 Visa employees, and an update on the Fairfax Task Force. Furthermore, this mail-out will also serve to update you on the many exciting activities taking place at our Club. At the request of the Club Secretary, Colonel D’Anne Spence, USAF, Ret., and to ensure sufficient ballots are available, if you intend to propose a motion from the floor at the Annual Meeting, please contact the Secretary directly at (703) 835-4108 or by e-mail Danne.emmett.spence@gmail.com, no later than Monday, 30 September 2024. PROCEDURES FOR VOTING IN ABSENTIA As in prior years, Resident and Life members will be able to vote absentee this year. If you will not be able to attend the 7 October 2024 Annual Meeting, or if you simply desire to vote absentee, please visit the Administrative Office during normal business hours, or call the Administrative Office at 703- 521-6800, Ext. 1201 or email at lien.dao@ancc.org and ask that an absentee ballot be sent to you. Resident Members will be able to vote electronically during the Absent Voting period from 9 September to 4 October. Resident and Life members who choose to vote absentee will be sent a document that contains a QR code, a unique username and password, and the actual election ballot. You do not have to fill out the ballot by hand. Utilizing either the QR code or username and password you can go to the designated website and cast your ballot electronically. If you cast your ballot online you do not need to send the paper ballot back to Lien. You will only be able to vote once regardless of the method you choose. If you would prefer to vote early at the Club, you may vote in person at the Arlington Administrative Office or Fairfax Lobby on Saturday, 5 October from 9:00 a.m. to 5:30 p.m. On Monday, 7 October, from 9:00 a.m. to 4:00 p.m. Upon check-in during the early voting period or the Annual Meeting, Members will be given a print out with two voting options: 1) A QR code to use with their smartphones or 2) A username and password which will both direct you to an online portal to cast your ballots. Members who are not comfortable with the electronic method can request a printed paper ballot like previous years. Once again this year, we will use Survey Ballot Systems (SBS), which runs elections for other clubs in the area, provides validity, independent oversight, security, speed, and accuracy to the balloting process. As proven during the 2023 Annual Meeting, utilizing electronic methods will significantly enhance the efficiency of the ANCC annual election while still providing an option to vote via a paper ballot for those Members who choose to do so. Ideally, Members elect to vote via the electronic method to reduce the amount of time to tabulate votes. We look forward to a strong turnout at this year’s Annual Meeting. In my military career, I have worked various policy and strategy issues at the national level. This includes identifying problems and working with colleagues across multiple agencies to find and implement solutions. I have accomplished this through addressing challenging issues in an open and transparent manner, discussing what the problem is, and working collaboratively to identify the best solution to the issue. In the private sector, I have been a founding partner of two successful small businesses that work in the commercial and multifamily construction industries. I believe the above experience can be of use in helping guide ANCC for the challenges it faces in the years ahead.

Why do I want to serve on the Board of Governors: My wife and I were fortunate enough to become members of ANCC in February 2018. Since joining, we have had two children, and as our family has grown, so has our participation and appreciation for all ANCC has to offer. Through the Club’s athletic, social, and children’s activities, we have made lasting friendships that will extend well beyond our time stationed in the National Capitol Region. ANCC has become an integral part of our lives. I would like to help preserve the outstanding community ANCC provides for current members, while also ensuring future members have the same opportunity that we were afforded to become a part of this fantastic Club. I served as the Vice President of the Joint Service Foreign Area Officer Association (FAOA), as the Doyen (President) of the Attache Corps when I served as the Senior Defense Official / Defense Attache in Bratislava, Slovakia, and as the Vice President of the Moscow Association of Military Attaches when I served as the US Army Attache in Moscow, Russia. In each of these roles I had responsibility for the organization's governance, planned multiple large-scale events, and interfaced with the US and host nation governments. Why do I want to serve on the Board of Governors: I have been a member of Army Navy Country Club for over 25 years, including time in all four possible membership categories - Absent, Inactive Resident, Social and Resident Member - as my military career and family situation have dictated. I have seen the Club's remarkable growth over that time and feel fortunate to be a part of it. I would like to give back to the Club that provides our family great enjoyment and believe that I can bring my experience leading other organizations to assist the Board and our Club as we seek creative ways to ensure the continued world-class ANCC experience for the membership.

This experience first opened my eyes to the vast amount of work required around the clock to operate a golf course and a Country Club. During the last three years, I have served as a member of the Board of Governors and have served as a member or liaison on five different committees. My first term has been a valuable education in the Club’s operations, finances, and processes. I have also had the pleasure of developing close working relationships with the Club’s superb professional staff. In my prior term, I made several contributions to the Board’s efforts to continue incremental improvements to our Club. For the Membership Committee, I led a working group that made recommendations to add new requirements to our application process. As our membership grows, I have participated in other working groups to reform our membership categories. For two years on the Planning Committee, I participated in the annual capital budget planning process. On the House Committee, I helped revise policies regarding attire and electronic devices. Separately, I also had the opportunity to work with a renowned professional artist to create commemorative artwork to celebrate our Centennial.

As a government lawyer, I understand how to follow a deliberative decision-making process and build a consensus across different perspectives. If re-elected, I will continue to be a team player that brings experience, enthusiasm, and attention to detail to the Board. Why do I want to serve on the Board of Governors: Shortly before I got married, I joined the Club primarily so I could play golf on weekends. Now, six years later, my wife, children, and I use the Club for almost every available offering. We love having family dinners at the Grille on Friday evenings and swimming in our new pools on Saturday afternoons. We have celebrated nearly every holiday in the Ballroom. We have made several close friends at Army Navy, and we are committed to making the Club and central part of our social and recreational life. I know that we have exciting plans for the Club’s future, and I want to contribute. I would like for us to embrace what makes our Club unique and continue to build our Club culture and traditions. I believe it is important for us to support our hard-working staff and ensure that they have the resources they need. Although we have made many recent improvements, we still need to address several challenges, including capacity issues at the Arlington campus and how we will best use our Fairfax campus. I believe we must strike a careful balance between remaining a Club of “moderate expense” funded by large membership, while still providing a first-class experience to each and every member. Our Club is one with a unique purpose, rich history, and strong legacy, and I am very proud to be a member. The Club for me is a family affair. You can find me on the tennis courts 2-3 nights a week, my husband has recently taken up golf, and our three kids (5 years old and 2 year old twins) are in tennis and swimming lessons. I eagerly open the newsletter each month to see what activities are being offered - wine dinners, roof top happy hours, holidays. If there's a moon bounce and/or bourbon involved, my family is almost guaranteed to be there. In short, my family tries to take advantage of all the Club offers, and I'd like to give back by serving on the Board. Perform as chief of staff to a large federal agency, leading multi-level leaders and managers across 14 different locations, representing the agency to foreign leaders, and managing a world- wide recognizable brand. Manage relationships with agencies of the executive and legislative branches, finding cooperation and compromise amongst many different groups, finding common ground and executable initiatives amongst audiences with varying and different viewpoints. Previously performed as a legislative staffer in the U.S. Senate on national defense, veterans affairs, and military and civil space policies. Long time golf and country club member in other locations, have performed in advisory roles though none elected. Played competitive golf throughout junior years, including high school and college. Military, Commanded the Navy's sole dedicated special operations support helicopter squadron; 450 officers and sailors with two detachments deployed full time to different combat areas. Bonus command at the Navy's largest aviation training wing; managed commanding officers of six training squadrons’ reserve support teams. Currently a member of a niche innovation unit reporting directly to the Secretary of Defense where I consult on major aerospace research, development, and acquisition. Why do I want to serve on the Board of Governors: As our ANCC mission statement says, we are to "promote social intercourse among those citizens, military and civilian, who are bound together by the fraternal and patriotic spirit of serving the best interests and efficiency of the National Defense.” ANCC has provided me the opportunity to interact with an amazing array of individuals, who, despite our differences, are all bound together by our patriotism and service to the country. This is one of the things that sets ANCC apart from other clubs. Not only do I want to continue being a part of ANCC as a member, both for the comradery and the facilities, but now having been a member for three years, I would like to help serve in leadership of ANCC to ensure that we are always true to our mission and charter. We owe it to

each other to make sure the membership and facilities are well stewarded, not just for our use today, but also for the use of our families and those who come after us in the future. NONE NONE List areas of expertise or special qualifications that will be of benefit to the ANCC: I have been on Active Duty for 23 years, and I have had the privilege of leading Sailors throughout my career. I commanded a F/A-18E squadron of 220 personnel and $900 million of aircraft, responsible for the combat readiness of the people and the aircraft. Planning, management, and decision making were paramount in this role. Since 2000, I have been working in the Financial Management community for the Department of the Navy. I was the Executive Assistant to the Navy's Budget Officer, responsible for an annual $255 billion budget. I also worked directly for the Assistant Secretary of the Navy, Financial Management and Comptroller (ASN FM&C), the Department of the Navy's comptroller. This experience, coupled with my Executive Master of Business Administration degree, has afforded me an understanding of budget planning and execution. Why do I want to serve on the Board of Governors: I joined ANCC in 2010 as an absent member, becoming a resident member in September 2020. In the last four years, my family and I have been very active users of both the Arlington and Fairfax campuses and I would like to do my part as a member of the Board to help enhance our great Club. I was unable to commit to three years of Board service prior to this year, based on military orders. As an active duty military member, I think it is important that we continue to improve our Club

without losing sight of the "purpose" in Article III of our by-laws; "provide, at moderate expense, recreational facilities at, or near, the National Capital for, and to promote social intercourse among those citizens, military and civilian." I believe the current Board has placed our Club in a fantastic direction and I would like to be a part of continuing their legacy as we move forward. That experience gives me a unique perspective and understanding of what it takes to provide an outstanding member experience from the moment a member pulls into the club. I understand the hard work our staff puts in on a daily basis to make ANCC a place where we as members love to spend our time. I also bring a background in helping clients reduce their environmental footprints through improved operations, such as energy management and water conservation. Understanding that our Club operations are substantial in size, I’ve helped to ensure that our capital is expended wisely and opportunities where we can implement common sense measures to drive down our operating costs are explored. Why do I want to serve on the Board of Governors: It has been an honor to serve on the Board of Governors for the past three years, and the last two as the Chair of the Golf and Green Committee.

We have continued on the great trajectory my predecessor, Tom Gwilliam, put us on and it is my hope that I can continue to serve. I believe much has been accomplished during my tenure as G&G Chair and I give all credit to our incredible professional staff for how they operate one of the largest golf operations in the country (if not the world), and also to our phenomenal greens staff who give us tremendous playing conditions week in and week out. My philosophy as G&G Chair has simply been to listen to the recommendations of our expert staff and to then find the means to help them accomplish the job. I'm proud to say that each vote that has come out of the G&G Committee has been unanimous and preceded by thoughtful discussion. I've loved working with all of my fellow volunteers, both board members and others, and would consider it an honor to continue serving ANCC. Furthermore, my time as the National Security Advisor to a member of the Senate Armed Services Committee, has provided me the opportunity to work with individuals from different backgrounds and perspectives while attempting to solve problems, often on issues that have a direct impact on servicemembers and their families. My current position as a director at a consulting firm in DC gives me an additional perspective on matters impacting businesses and a true appreciation for the importance of maintaining a network of hardworking, capable colleagues to work with to find solutions. Finally, participating leadership roles of organizations at ANCC, like the Career

Women’s Golf Organization, has provided me firsthand knowledge of how many aspects of the Club operate and imbued in me the belief that every member has a role and responsibility in caring for the future of the Club. Why do I want to serve on the Board of Governors: I joined ANCC almost 8 years ago having never played golf, or tennis, and now I am an equipped golfer who has made countless friends both on and off the course and looking to meet more as I begin my journey to pick up tennis. The club has become an integral part of my community and I want to ensure that I am giving back in ways that help our club grow while preserving our historic culture and unique nature. Why do I want to serve on the Board of Governors: Maintain the mission statement and vision as entrusted by the founders to the current membership. Availability for Club business if elected in this role isn't an hour amount, as much as it is I'm available to accomplish necessary business. Four of those years were as the USCG’s 14th District Budget Officer (CFO), where I managed the budget, formulation through execution, and reported to the Two-Star Admiral in charge for all of the USCG that falls under INDOPACOM’s AOR. Following that assignment, I served as the Executive Officer (COO) for the USCG’s Marine Safety Unit in Chicago. For the past four years, I have worked for the USCG’s Comptroller managing the Financial Reporting and Policy, Property Accountability, and Audit Remediation. Why do I want to serve on the Board of Governors: My family and I have enjoyed being a part of ANCC over the past three and a half years. I see this as an opportunity to give back and help guide the direction of the Club for the next 100 years. There are several exciting proposals that can take the Club to the next level. I would like to assist on this journey. List areas of expertise or special qualifications that will be of benefit to the ANCC: I am a proponent for a strong and transparent Club governance. I firmly believe that above all else, the ANCC Board of Governors have a duty to its members, be an advocate for its members, serve its members and ultimately answer to its members. As one of your Board of Governors from October 2014 to October 2023 I served as your Planning Committee Chair, Finance Committee Chair and Club Treasurer. I continuously worked to expand my insight and knowledge of both our ANCC Club Operations and membership expectations. As the Chair of the ANCC Planning Committee, I was the author and driving force behind the comprehensive 2016 ANCC Membership Survey and a steadfast supporter of our follow-on Membership survey. I ensured the survey was provided to both the primary member and the spouse to capture the broad expectations of the entire ANCC family. My daily discussions with members coupled with the lessons learned from each of the ANCC Membership Surveys provided me with the appreciation and insight to develop a membership-driven long-term Strategic Club perspective. To this end, I focused the Planning Committee to clearly identify, define and communicate to the membership both the short- and long-term Capital and Facility funding requirements confronting our Club. As well as restructuring the annual Capital projects requirements generation guidance to raise membership awareness and expand transparency of the annual ANCC Budget process. As the Finance Committee Chair, I worked to bring both financial clarity and membership transparency to the Budget process as we worked to ensure our Club’s future fiscal flexibility and solvency. I coordinated with each of the Committee Chairs to prioritize funding to “Maintain what we have” and to “Enhance where we can”. Each of these priorities were aligned to deliver on our membership’s evolving expectations. These accomplishments include: 1) the creation of the Arlington Stars & Stripes, 2) expanded outdoor fire pits and meeting areas, 3) addition of Pickle Ball courts, 4) the new Aquatics Center, 5) the Medal of Honor Library and 6) Apartment complex acquisition initiative. Each of these project initiatives has exceeded expectations enhancing the ANCC membership and guest experience. The apartment complex in particular is delivering greater than projected cost avoidance opportunities and increased J-1 visa staffing access to the benefit of the membership. Moreover, I am proud that as a member of the Club leadership team, we fought hard to keep ANCC open during the COVID pandemic. We remained open while most other clubs and businesses closed. Where other clubs lost membership, our club’s membership grew! ANCC was the “Green Space” beacon and refuge for our membership during these otherwise dark and challenging times. As a recipient of the ANCC 2023 Meritorious Service Award, Chairman Delaney described my tenure as a Board of Governor: David Graff has “given a great deal of sweat, and perhaps a little blood, to make this Club a better place.” He “has labored as Planning Chair, Finance Chair and Treasurer, and has served as my full partner in finding more capital and spending it to make the Club the better place, and providing oversight as to how these funds are spent. No Club member is smarter about the Club’s finances than Dave Graff.” Why do I want to serve on the Board of Governors: As with many of us, ANCC is my second family and home. I want to return to the ANCC Board of Governors to continue to build upon the work we started. I am committed to working with my fellow Board of Governors to enhance and grow our Club for the long-term enrichment of our membership, our families and our guests.

I was elected again in 2021 and served in a variety of roles on both the Membership and Governance Committees. In addition, I also served as the Chair of the Strategic Plan Subcommittee where I facilitated the Membership survey that was conducted in the Summer of 2022. Those results helped informed the Club’s Strategic Plan that was endorsed by the Membership at the annual meeting in October 2023. I was elected Chair of Planning in October 2023 with a goal of developing the Facilities Master Plan initiative outlined in the Strategic Plan that will help guide capital investment for the next ten years. This will encompass both obligatory (maintaining our facilities) and projects targeting enhancing the ANCC Member experience. Why do I want to serve on the Board of Governors: My family and I have enjoyed the Club and all it has to offer. I've seen my children grow through Junior Activities and the Swim and Dive program. As young adults, they both worked at the Club where they learned under the guidance of our excellent staff. My wife volunteered as the ANCC Dive Team representative to the CCSDA and served on the Aquatics Committee. We, as a family, are appreciative of all ANCC has provided and I would like to continue to serve on the Board to ensure other Members have that same positive experience we have had during our time at ANCC. It has been my distinct pleasure serving you these past two years on the Board. I have now retired from the Army and return to you for your endorsement. Cassie and I have made the D.C. area our home, and I am grateful for your consideration of my candidacy. I have always believed that membership in a country Club is a lifelong investment. It should yield new relationships, experiences, and a valuable addition to your daily life in a first-class environment. This environment is best achieved with an “owner” mindset from membership, one that values the contributions of time and treasure from the membership as a whole. To that end, I pledge to continue governing with your investments in the Club foremost in my mind. Our use of funded capital depreciation, an informed investment strategy, and excellent financial staffing yield a value proposition on your dollars that I believe is unmatched in the area. This mindful approach to budgeting and capital outlays is the backbone of our Club’s success over the past decade and will be again in the decades to come. There will be substantive, and at times, contentious decisions over the next three years. My pledge to you is to be fully transparent, and to make decisions that best increase the value of your membership and the quality of life enhancements we have at the Club. Furthermore, as a retired military officer, I will remain cognizant of the unique history and character of ANCC. The Club always has, and always should be, a place where military officers of character find a home. I also recognize the significant contributions of our civilian membership, without which we would have to conduct business quite differently. There are areas in which contrasting opinions remain quite stark at our Club. I have always assessed that we can do two things at the same time- keep our military heritage and traditions current and move the Club forward in a way that allows us to thrive and grow. With respect to the other Governors, I believe there is a vacancy for someone with my financial expertise and accreditation. My skill set will allow me to serve the Board and Club regarding financial matters such as financial planning and analysis, controls design (i.e., procurement due diligence, cyber threats etc.), and financial literacy. With further capital improvements on the near horizon, it is crucial that the Club is able to make fully informed financial decisions, while leveraging the membership’s diverse expertise. Additionally, I have a background in the golf industry having worked at a number of local golf clubs before I began my audit career. I held a variety of roles including teaching professional and greens staff, which has given me a deep appreciation for the volume of work and planning that goes into running a successful golf operation. If elected I will give Club leadership and staff every opportunity to continue to do their job effectively, which will support the Club’s ascension towards the best Club in the area. Lastly, as a husband and father of two young children, I have insights into the Club from the perspectives of my spouse and children that will be beneficial to my representation on the Board from varied perspectives.
