Annual Report of the Chair, Board of Governors And the General and Special Committees 2024
ANCC Strategic Plan : The Strategic Planning Subcommittee has been stood down and the four initiatives identified in the ANCC Strategic Plan are now being worked by the appropriate committees identified as action owners in the plan and executing under the guidance of the Club’s Chairman and General Manager. The four initiatives are: • Optimize Member Composition, Levels, and Access : Optimize Member levels and categories to preserve and enhance the Club’s unique membership composition, improve access to facilities, and provide exceptional value. ( Membership Committee ) • Evolve Fairfax to Expand Value and Usage : Evolve the Fairfax campus to expand and balance usage across our two locations. ( Fairfax Task Force ) • Develop a Facilities Master Plan : Develop a long-range Facilities Master Plan to guide required maintenance and enhancement of our assets. ( Planning Committee ) • Strengthen Our Long-Term Financial Outlook : Strengthen our long-term financial outlook by exploring options to generate the funding needed to maintain and improve our facilities, including an examination of options for structuring dues and initiation-fee levels for military and civilian Members. ( Finance / Membership ) Facilities Master Plan : As stated above, the Planning Committee is responsible for the development of the Facilities Master Plan initiative for the ANCC Strategic Plan. The 10-year Facilities Master Plan will help guide investment to not only sustain (obligatory) our current facilities but also guide investment in future amenities (aspirational) to meet member expectations. The first step in developing the plan is for the activity committees, in partnership with their professional staff and the Director of Facilities, to propose a list of 10-year obligatory and aspirational projects. The Fairfax Task Force recommendations for aspirational projects will be incorporated when they are complete. This is currently underway. The Planning Committee will review these projects to determine which to propose for funding and when the projects should be undertaken over the next 10 years. Our evaluation will be based on a set of weighted criteria developed to enable selection and prioritization of the proposals. Criteria will include survey results, Committee / staff priorities, capacity mitigation, and industry trends. Once the phasing plan has been finalized, it will trigger phased Architecture and Engineering efforts for major Capital projects that will provide firm estimates of costs. The final integrated Facilities Master Plan will be vetted through Finance, EXCOM, and the Board of Governors. Once it is approved at all levels of reviews it will be presented to the Membership at the October 2025 Annual Meeting. Any projects requiring Membership approval will be presented at the appropriate time. A series of Town Hall meetings is planned in advance of the Annual Meeting to provide the Membership more detail on specific projects. Facilities Maintenance Plan : The committee, in partnership with the Finance Committee, has also reviewed, approved, and presented a $3.4M Capital Project list of recommended projects to the Executive Committee and Board of Governors for the FY 2025 budget. This annual Capital requirement is key to ensuring our facilities are properly maintained and meet Membership expectations. The list of FY 2025 projects is broken down by 6 categories. 1. Material Requirements. Material requirements for existing equipment that if not repaired or replaced will directly impact existing ANCC membership services if not supported and funded. 2. Facilities Requirement. Failure or deterioration of an existing ANCC facility infrastructure will result in an undesirable impact to membership services if the project is not funded. 3. Strategic Plan Requirement. For the FY 2025 budget these are obligatory funding requirements to maintain existing facilities or Architecture and Engineering estimation for potential future Club aspirational projects.
