Les membres du conseil municipal de Clarence-Rockland ont des devoirs : consulter le rapport préliminaire du projet de budget 2021. La présentation du rapport préliminaire sur le budget a clos la séance de comité plénier du 18 octobre pour les membres du conseil. Une résolution visant à accepter le rap- port en vue d’un examen plus approfondi lors des réunions de discussion du budget au cours des prochaines semaines a aussi été adoptée. Le document de 274 pages, en anglais et en français, est maintenant disponible pour consultation publique sur le site web municipal à l’adresse https://www.clarence- rockland.com/index.php/en/budget-side-en. Le rapport préliminaire traite d’un budget proposé d’environ 56 millions de dollars, qui comprend un de 11,77 millions de dollars pour les travaux d’immobilisations. Le personnel des services administratifs et financiers est encore en train de confirmer les subventions fédérales et/ou provinciales potentielles et les autres sources de reve- nus municipaux pour le budget de l’année prochaine autres que les taxes foncières. Le rapport note que le budget préliminaire tel quel signifierait une augmentation de 3,99 % des taxes pour couvrir toutes les dépenses de fonctionnement et d’investis- sement prévues.

Lors de sa séance du 22 septembre, le conseil a donné des instructions à l’adminis- tration pour limiter à 2 % toute augmentation des impôts du budget 2021. Lors des prochaines réunions de révision budgétaire, les membres du conseil et le personnel municipal tenteront de trouver des moyens de réduire le budget et de ramener l’augmentation potentielle des impôts à deux pour cent ou moins. Outre les principales parties du budget 2021 consacrées aux opérations et aux travaux d’équipement, le rapport préliminaire
contient également des détails sur les aug- mentations de tarifs suggérées pour 2021 pour les services d’eau et d’égouts et pour la collecte des ordures. Le taux de base fixé pour les services d’eau et d’égouts augmenterait de quatre pour cent, tandis que le taux variable augmenterait de deux pour cent. Le taux variable concerne la quantité réelle d’eau utilisée par les ménages indi- viduels pour les services d’eau et d’égouts. Les frais d’eau et d’égouts couvrent tous les couts de ces deux services municipaux.
Ils couvrent également les paiements des prêts pour tout projet d’investissement passé lié au service d’eau et d’égouts et fournissent des fonds pour les réserves d’eau et d’égouts. L’augmentation des tarifs proposée pour la collecte des ordures ménagères en 2021 est de 18,75 $, ce qui porterait le total des frais annuels à 206,25 $. L’augmentation des tarifs pour les ordures commerciales dépend du type de poubelles ou de sacs utilisés.

The financial stress of the pandemic for everyone is on the minds of Prescott- Russell mayors and staff as they start reviewing the regional budget. “It goes without saying that COVID-19 has flipped our world upside down,” said Valé- rie Parisien, finance director for the United Counties of Prescott-Russell (UCPR), as she presented the 2021 budget preliminary report during the October 14 committee of the whole council. Parisien noted that the pandemic has proved one of the “major milestones” for finance department staff in working out details for next year’s UCPR budget. Part of the preparation involved reviewing the pan- demic’s impact on the 2020 budget plans and then projecting the potential impact of COVID-19 on 2021 operations and capital works planning. For now Parisien and her staff anticipate “minimal (new) COVID-19 expenses” as UCPR staff and operations have adapted to the demands of maintaining programs and services during the pandemic. Parisien noted that the UCPR will be able to cover new costs in 2021 because of the pandemic with surplus funds from this year’s Ontario Safe Start Up municipal grant and any new provincial and federal pandemic assistance programs for local governments. The projected 2021 budget for the UCPR is about $140 million. The public levy por- tion, which is revenue from property taxes, is estimated at about $48 million. This equals almost a one per cent increase of $470,000 compared to the public levy for the 2020 UCPR budget. For the average homeowner, with a house and property valued at $272,538, this would mean an $11 increase on the UCPR portion of the property tax bill. All eight mayors agreed with keeping the 2021 budget tax increase at one per cent to avoid adding to the financial stress of the pandemic on local taxpayers. Parisien and her staff will review the budget figures again to find any more possible cost savings and present the revised budget during the October 28 council session for review and further comment. The 2019-2020 term, despite the pandemic, saw more than 70 critical improvement projects finished on school buildings and other facilities throughout the CDSBEO region. Some projects involved upgrades to all schools to meet public health safety for students and staff, including installation of hand- sanitizer dispensers, plexiglass barriers, water-bottle filling stations, and signage to help maintain social distancing.

Concerns over the increasing number of COVID-19 cases in Prescott-Russell have prompted a change of plan for an updating of the Rockland Cenotaph. Plans for a special by-invitation-only cere- mony October 30 have been cancelled. The ceremony was intended to mark the start of the Rockland Legion’s Poppy Campaign leading up to Remembrance Day, November 11, and also commemorate the addition of five Clarence-Rockland men who died in service during World War I but whose names were “lost” in history until this year. The City of Clarence-Rockland and the Royal Canadian Legion Branch 554 were going to hold a joint ceremony October 30 at the cenotaph, with attendance limited to a select group of municipal officials, Legion members, and others. The ceremony would be made available for viewing by residents later through social media. But the city announced that the live ceremony will not take place because of concern over the increasing number of cases of COVID-19 in the region and the new pro- vincial pandemic control restrictions. Instead the city will tape “an abbreviated version” of the planned ceremony honouring the five additions to the cenotaph memorial list of names and make that video available later through social media. The five men whose names will become part of the Cenotaph list of the honoured dead are Private Douglas Archibald Beaton, Corporal John Robert Duncan, Lance-Sargent Hervé Joseph Chenier, Private James Wilfred Campbell, and Private Victor Clément.
