Strategic energy planning A new initiative is the project “Strategic energy planning in Greater Copenhagen”. It is a regional initiative with focus on investments and a strategic energy plan for Copenhagen and the surrounding 28 municipalities. System integration and interaction between the energy subsectors are essential. The overall goal is to make the energy sector free of fossil fuels by the year 2035. The project has identified five areas for further investigation and recommendations for the future strategic energy plan. These are carbon dioxide accounting, future energy production system, merging existing district heating systems, energy efficiency in buildings, and increased energy efficiency in the transport sector. More than 95 energy experts and administrators from energy companies and municipalities are involved in this work. Most activities are related to development and redesign of the heating sector and especially the district heating companies are interested in new structures and increased efficiency within the sector. By July 2018 a strategic energy plan for the Greater Copenhagen area will be presented and this will be the basis of the political negotiations for investments and refurbishment of the heating infrastructure before 2035.

The main challenges are how to introduce big heat pumps in district heating systems; where to locate new heat storage in the district heating transmission system; how to integrate renewable energy plants like huge areas with solar panels and wind turbines and coordination of energy efficiency initiatives for house owners. Information and coordination are key elements in the project. Already now we see that simple information about planned activities and structural elements are increasing the common awareness for understanding strategic planning and the need for flexibility and resilience of the future system. Just to illustrate this, the local government representatives communicate the energy development vision adopted by the municipal council, and the municipal energy planners receive relevant information on the energy company investment plans for renewable production capacity or planned connections of district heating systems. Thereby they can adjust the future need for areas for energy production and distribution facilities within the municipal spatial plans.

The Development of District Heating District heating is expanding wherever it is potentially possible at Vestegnen, the suburban area west of Copenhagen. Converting into district heating is a cheap, secure and environmental friendly alternative to natural gas and oil – with half the emission of CO 2 . But it can be even better: VEKS aims for a CO 2 -neutral heat supply by 2025.

VEKS is an environmentally certified heat-transmission company supplying 20 local district heating companies with heat generated at Vest- egnen. The heat supplied equals the consumption of 150,000 families. The majority of heat is supplied to VEKS from the Avedøre Power Plant and the other CHP plants in Copenhagen as well as from the waste incineration plants KARA/NOVEREN and Vestforbrænding.
