DISTRICT HEATING IS NOT ONLY ABOUT TECHNOLOGY AND ECONOMY
Every district heating consumer can purchase a cooperative share and become an active co-owner of the local district heating company. It follows that they can join the yearly general assembly, where they can vote or comment on the yearly report, the budget etc. The meeting is democratically controlled, where each consumer has one vote. The model enables consumers to participate in the decision-making process regarding their local heating infrastructure. It often increases the social acceptance of e.g. a new district heating expansion project, because the consumers themselves are given the opportunity to be a part of the project from the beginning.
The transition from natural gas or oil into district heating is not only a technological and economical issue. It also requires behavioral change by the consumers. They are the ones that actively must accept the installation of district heating in their households. This local acceptance is often vital for the success of a district heating project, and, thus, for the transition to district heating.
Therefore, it is important to establish trust to the consumers. In a district heating cooperative, it is often enabled by the fact that
consumers are given the opportunity to participate in the decision-making process, where they have a voting power. In addition, most of the board members are local consumers that are known in the community. As local consumers, their main interest is to ensure a low heating price, a high energy security and to provide services that benefits the individual consumer, but also to make district heating affordable for everybody despite their social background and income.
