Mayors meet ministers over key concerns Ontario Good Roads Association (OGRA) conference in Toronto this week.
TORONTO | The mayors of Prescott-Russell have a list of priorities for review at this year’s annual gathering of Ontario’s may- ors with provincial ministers. Jean-Paul St-Pierre, Russell Township mayor and this year’s warden for the United Counties of Prescott-Russell (UCPR), listed three items guaranteed for discussion at the
resources, and energy. The transportation topic of concern is the environmental as- sessment process (EAP) for the County Road 17/Highway 174 upgrade project for the highway connection between Rockland and Orléans. While the EAP is still in progress, the City of Ottawa has already indicated in its own
Master Transportation Plan (MTP) that its immediate focus for any future transporta- tion upgrading within its municipal bound- aries include its own light rail transit project and any route connections with that. The MTP pushes back any upgrades to Highway 174 and its Trim Road connection in Orléans until 2031 at the earliest. The provincial government has provided $5 million for the EAP process after accept- ing a demand from Ottawa that the review include looking at expanding the 174/ Queensway up to the Split to six-lane status from its current four-lane setup. Both the province and the federal govern- ment have also confirmed $40 million each to upgrading and expansion of the County Road 17/Highway 174 connector from Rockland through Cumberland. The EAP will determine if that upgrade will involve either expansion to four-lane status from the present two-lane setup or developing a new alternate commuter route south of Cumberland, perhaps through expansion of the Innes Road connection. The status of peat moss as an extractable resource is the topic of the meeting with Ministry of Natural Resources (MNR) offi- cials at OGRA. Natural gas access is the subject for dis- cussion with Energy Minister Bob Chiarelli during OGRA. Rural municipalities want to make sure their residents, including farm- land owners, have more home heating op- tions besides electricity, oil, and propane.
