Healthcare access was also a central fo- cus of Casselman’s ROMA delegations. One issue raised was the municipality’s Rurality Index of Ontario (RIO) score, which currently falls just below the threshold required to qualify for physician recruitment incentives. Lajoie said this has contributed to the loss of physicians in the community, leaving more than 2,000 residents without a family doctor. Casselman is asking the province to consider revised criteria or a targeted pilot project to address the situation. The second healthcare priority involved the proposed Casselman Health Hub, deve- loped in partnership with Hawkesbury and District General Hospital. Lajoie said the project is supported and ready to move forward and would improve access to care for residents in western Prescott and Rus- sell, particularly seniors and Francophone residents. The municipality is seeking clarity from the province regarding the planning grant and next steps. In addition to ROMA meetings, Lajoie attended the Caregivers Forum, an issue she said she has consistently advocated for. She highlighted the challenges faced by caregivers and the need for improved support, including better access to services, respite options, and system coordination.

Casselman Mayor Geneviève Lajoie was in Toronto from Sunday, January 18, to Tuesday, January 20, attending the 2026 Rural Ontario Municipal Association (ROMA) Annual Conference, where she advocated for several key municipal prio- rities, including drinking water security, healthcare access, caregiver support, and housing. In statements shared during the confe- rence, Lajoie emphasized that ensuring safe and reliable drinking water has remained her top priority since being elected. She said this focus has driven sustained advo- cacy efforts involving technical analysis, scenario modelling, regional collaboration, and ongoing engagement with the provincial government. As part of this work, Lajoie prepared a 14-page report outlining Casselman’s water situation, which she personally delivered to Premier Doug Ford. According to the mayor, that advocacy has resulted in continued provincial attention and follow-up on the file. During ROMA, the municipality received what Lajoie described as encouraging news. This change moved the end of the veto period from Decembre 20 to Decembre 11, 2025, allowing the budget process to proceed more quickly. With all steps completed in accordance with Section 7 of Ontario Regulation, the 2026 budget was deemed adopted on Decembre 12, 2025. Council has now formally recognized that the mayor’s proposed 2026 budget, incorpo- rating the two council-adopted amendments and the OPP billing adjustment, is adopted. Council also directed municipal adminis- tration to return with a tax levy by-law to formally establish the 2026 tax rates.

The invoice showed a reduction of $211,119 compared to the amount originally included in the proposed budget. At the Decembre 8 council meeting, members verbally agreed with the mayor’s recommendation to revise the budget to reflect the updated policing costs. The approved adjustments included eliminating a previously planned $48,300 withdrawal from municipal reserves, trans- ferring $62,819 into reserves, and applying
the remaining $100,000 to reduce the overall budget requirement. As a result of these changes, the muni- cipality’s total contribution to reserves now stands at $111,119. The revised figures also reduced the required tax levy increase to $741,820, representing a 4.6 per cent increase for 2026. To formalize the changes, the mayor issued Mayoral Decision MDE-2025-14 on Decembre 8, 2025, ratifying the adjust- ments related to the final OPP billing. During their latest council meeting on Monday, January 26, Council presented the proposed original 2026 budget during a regular meeting held on Novembre 10, 2025. With its mix of entertainment, community engagement, and local flair, the fourth edition of Meet Me on Main Street is expected to be another successful celebration of community spirit in Embrun.
