CASE STUDY: PROVING IT WORKS Over the past 5 years, we’ve demonstrated that comprehensive CLMRS coverage and strong results can be sustained by partner cooperatives over time. Among partner cooperatives that have consistently implemented the 5 Sourcing Principles and CLMRS for 5 years or more, child labour prevalence rates have stayed at an average of below 4%.
Women have a positive impact on both qualitative and quantitative data collection. In 2021, 5 female Monitoring & Remediation Agents (MRAs) collected 70% of the total data. Third-party inspectors observed that children seemed to feel safer, were more receptive, and responded more easily to questions posed by female MRAs. This contributed to the cooperative achieving a high percentage of quality data, which is essential for developing effective remediation plans Monitoring and Remediation Agent at Cooperative B. Cooperative A is highly experienced in implementing the CLMRS. Their data collection practices are rigorous, consistently reaching nearly 100% of households each season. In addition to the CLMRS, they have invested in infrastructure development for several years, which is reflected in their low child labour rate. For example, they have already built the schools needed for primary education and are now expanding to meet the needs of secondary school students. Cooperatives B and C , by contrast, are still focused on developing primary school infrastructure. It is particularly interesting to compare these 2 cooperatives: both have worked with Tony’s Open Chain for the same length of time and received identical training and equipment, yet their results differ significantly. This highlights the influence of broader contextual factors on progress. One key difference is that Cooperative B has a stronger Monitoring & Remediation Agent team and has recognised the value of hiring women for these roles. Women are often well- positioned to identify and resolve child labour cases, and lessons from this cooperative underscore how gender-balanced teams can drive better outcomes.
