WHY DO TRIBAL GAMING AGENCIES EXIST?

In order to conduct gaming on Indian Lands, the Indian Gaming Regulatory Act (IGRA) requires a Tribe to enact a Gaming Ordinance that ensures:

• That the Tribe will have the sole proprietary interest and responsibility for the conduct of any gaming activity ; • That gaming revenues will not be used for any impermissible purpose; • That outside independent audits of the gaming operation will be conducted annually ; • That gaming facilities are constructed and maintained in a manner that protects the environment, public health, and safety ; • That background investigations are conducted on key employees and primary management officials, and that oversight of management is conducted on an ongoing basis – this includes the issuance of licenses, as well as suitability standards designed to exclude unsuitable persons from working in the operation .
