Koch is also managing the development of a bicycle and pedestrian master plan to en- hance connectivity and safety for non-motorized travel in the city of Suffolk. She recently led the land use analysis for the Baker/Rhodeside & Harwell team that prepared the Greater RVA Transit Vision Plan for the Virginia Department of Rail and Public Transporta- tion. The land use analysis was a key element in evaluat- ing transit alternatives for an eight-jurisdiction region. Koch joined Rhodeside & Harwell in 2013, and previously worked with the Transportation Research and Education Center in Portland, OR. n
