Executive Summary

The Property and Asset Strategy team lead the strategic development of an integrated property and asset management approach for the estate, managing the lifecycle of the buildings, day-to-day corporate property management and providing advice to the Project Delivery and Maintenance groups. In support of the Director of Property and Asset Strategy the role is responsible for the definition of a holistic property strategy for the parliamentary estate which delivers efficient, flexible and cost-effective solutions to functional and business requirements through a consolidated supply and demand approach, including planning and management of a multi-£m leased property portfolio, as well as supporting the definition of requirements as part of Strategic Estates’ role in being an intelligent client for the R&R programme.
Parliamentary Estate
The Palace of Westminster The Palace of Westminster, or the Houses of Parliament as it is also known, has changed dramatically over the course of nearly a thousand years of history. Transformed from royal residence to the home of a modern democracy, the architecture and cultural collections of the Palace and the wider Parliamentary Estate have continually evolved, sometimes by design, sometimes through accident or attack. The 1,100-room Palace dates from the mid-1800s and is now one of the most iconic and significant buildings in the world. The Palace is now a Grade I listed building and, with Westminster Abbey and St Margaret’s Church, forms part of the UNESCO Westminster World Heritage Site. One of the most recognised buildings in the world, the Palace of Westminster owes its stunning Gothic architecture to the 19th century architect Sir Charles Barry. The Palace contains a fascinating mixture of both ancient and modern buildings, and houses an iconic collection of furnishings, archives and works of art. Westminster Hall is the oldest building on the Parliamentary estate. What makes it such an astonishing building is not simply its great size and the magnificence of its roof, but its central role in British history. In and around the Hall, grew up the major institutions of the British state: Parliament, the law courts and various government offices. Big Ben The name Big Ben is often used to describe the tower, the clock and the bell but the name was first given to the Great Bell. The Elizabeth Tower, which stands at the north end of the Houses of Parliament, was completed in 1859 and the Great Clock started on 31 May, with the Great Bell’s strikes heard for the first time on 11 July and the quarter bells first chimed on 7 September.
The Northern Estate Increasing demand for space has meant the Parliamentary Estate now extends well beyond the Palace of Westminster. It includes a collection of Grade 1, 2 and 2* listed buildings, located between the Embankment and Parliament St, including the Norman Shaw buildings that were originally used by the Metropolitan Police. The more northerly building was actually the first building to be called New Scotland Yard in 1890. The Southern Estate The Southern Estate consists of a number of buildings occupied by the House of Lords, including Millbank House, a Grade 2* listed building designed by architect W D Caröe for the Church Commissioners as their headquarters on the island site bounded by Millbank, Great Peter Street, Great College Street and Little College Street. Over the years the separate parts of the buildings have been integrated together with the final section at 5 Great College Street now incorporated into the overall island site, forming a single building with full circulation throughout. Fielden House is located on Great College Street, behind Millbank House, which opened in 2023. St James Campus This includes a number of buildings in the St James area of Westminster occupied by House of Commons staff.

Job Description
The Team The Property and Asset Strategy team lead the strategic development of an integrated property and asset management approach for the estate, managing the lifecycle of the buildings, day-to-day corporate property management and providing advice to the Project Delivery and Maintenance groups. Property and Asset Strategy has a core of expert in-house technical staff providing continuity, direction and support to colleagues, consultants, and contractors, and represents the estate with key external bodies. It is staffed by professionals covering Property, Architecture and Conservation, Fire Engineering, Environment and Sustainability, Building Services Engineering,
The Role In support of the Director of Property and Asset Strategy the role is responsible for the definition of a holistic property strategy for the parliamentary estate which delivers efficient, flexible and cost- effective solutions to functional and business requirements through a consolidated supply and demand approach, including planning and management of a multi-£m leased property portfolio, as well as supporting the definition of requirements as part of Strategic Estates’ role in being an intelligent client for the R&R programme. The post holder will develop and lead a team who deliver the successful translation of customer requirements and asset data into an optimised, holistic property capital investment plan, including estate consolidation planning and execution, longer term estate development planning and utilisation, definition of the future physical workplace environment and the initiation of projects and pipeline within the defined strategy. The post holder will have the professional confidence and expertise to deputise for the Director of Planning and Asset Strategy and influence a broad range of senior stakeholders including Parliamentary Boards, Committees, internal operational functions and significant external statutory bodies and line manage the technical leadership team. The post holder will lead and manage two Assistant Directors within Property and Asset Strategy, who are responsible for a range of estate services including property and asset management, capital pipeline, and property strategic asset management plan, strategies and policies. The post holder will also have the responsibility for development, management and implementation of the Parliament’s Strategic Asset Management Plan, Development Framework, and masterplan strategies in relation to the built environment including the SVPE- Strategic Vision for the Parliamentary Estate, contributing to a suitable and cost-effective workplace experience for an effective Parliament, that enables productivity and wellbeing.

• As part of the Property and Asset Strategy senior leadership team support the planning, execution, and oversight of business plan objectives for Strategic Estates to meet the Houses’ strategies. • Build a high performing, collaborative culture, creating a learning environment that promotes and builds inclusivity, diversity, and continuous improvement. • Continually develop the Assistant Directors to remain the informed client for Parliament’s integrated property and asset lifecycle. • Pro-actively plan future resource requirements, vigorously recruiting to vacant positions. • Promote effective communication and teamwork through regular departmental meetings, briefings, and positive engagement with staff representatives. Ensure that all staff and team leaders understand the Houses’ and Department’s objectives and their own role in achieving them. • Discharge other Senior Commons Service- related delegated leadership or management duties that may arise. • Deputise for the Director as required, acting with their authority in commissioning work.

Strategy/Operational Delivery • Be the lead property portfolio expert in the organisation providing high level advice,
support, and guidance to inform and influence stakeholders and senior managers, representing Parliament on external engagement for property and built environmental matters.
• Lead the definition of a holistic property asset strategy for the parliamentary estate
which delivers efficient, flexible and cost- effective solutions to functional and business requirements through a consolidated supply and demand approach, including planning and management of a multi-£m leased property portfolio and capital delivery plan.
• Assure Parliament that the appropriate standards have been adopted and complied with during project delivery. • Manage defined elements of the interface with the Strategic Programmes. • Represent SE on committees including member bodies, working groups, review panels and meetings, to advise on relevant strategies and interventions. • Participate positively in House-wide management, leadership, and staff engagement issues as a member of the House of Commons Senior Leadership Group, promoting and supporting change where this will generate efficiencies.
• Ensure that the conservation and heritage value of the estate is protected, and that planning and listed building requirements are complied with. • Manage delegated annual multimillion pound budgets. • Promote and drive a continuous improvement approach to the implementation of lessons learned, including deployment of new approaches and technologies as necessary. Stakeholders • Assure that the Property & Asset Strategy team fosters and owns the external stakeholder relationships to meet our obligations and associated responsibilities for the property and asset management of the Parliamentary Estate, as well as representation for Parliament’s membership of the State Party for the UNESCO Westminster World heritage site.
• Manage Business Partnering for the built environment capital pipeline, communicating and relationship building with stakeholders, clarifying needs (demand) and commitments through consultation and consideration of consequences for the capital delivery plan. • In alignment of ISO 55 000 enable successful deployment of the property and asset strategies, including architectural and engineering lifecycle, to inform the capital lifecycle strategy and Parliaments Risk Management Framework. • To lead the development of the physical workplace of the future, which maximises the employee experience and best responds to new and future ways of working. • As the delegated asset owner for the House and Commons and House of Lords Property be accountable for the information for the built environment, in alignment with ISO 19650, working with the Portfolio Director, (Technical Leadership& Asset Management) within PAS.
Person Specification
Qualifications Chartered or equivalent, member or fellow of a recognised professional body.
Experience, Skills and Knowledge Substantial experience of: • Developing long term, sustainable development plans to support effective efficient and responsible estate development. • Extensive experience of successfully leading technical asset development strategies in complex-built environment portfolios. • Proven track record applying a range of analytical techniques using numerical data and other information from a range of sources to understand complex issues, make strategic decisions, and deliver process improvements and innovation. • Evidence of experience influencing others to achieve objectives at senior level, whilst maintaining relationships. • Proven ability to explain complex or sensitive information to senior leaders and stakeholders using a variety of channels, in a concise, understandable, and meaningful way. • Demonstrable experience of understanding the needs of the internal or external clients and leads others to embed approaches in support of this commitment. • Evidence of a demonstrable ability and drive
