The Team The Property and Asset Strategy team lead the strategic development of an integrated property and asset management approach for the estate, managing the lifecycle of the buildings, day-to-day corporate property management and providing advice to the Project Delivery and Maintenance groups. Property and Asset Strategy has a core of expert in-house technical staff providing continuity, direction and support to colleagues, consultants, and contractors, and represents the estate with key external bodies. The Role In support of the Director of Property and Asset Strategy the role is responsible for the definition of a holistic property strategy for the parliamentary estate which delivers efficient, flexible and cost- effective solutions to functional and business requirements through a consolidated supply and demand approach, including planning and management of a multi-£m leased property portfolio, as well as supporting the definition of requirements as part of Strategic Estates’ role in being an intelligent client for the R&R programme. The post holder will develop and lead a team who deliver the successful translation of customer requirements and asset data into an optimised, holistic property capital investment plan, including estate consolidation planning and execution, longer term estate development planning and utilisation, definition of the future physical workplace environment and the initiation of projects and pipeline within the defined strategy. The post holder will have the professional confidence and expertise to deputise for the Director of Planning and Asset Strategy and influence a broad range of senior stakeholders including Parliamentary Boards, Committees, internal operational functions and significant external statutory bodies and line manage the technical leadership team. The post holder will lead and manage two Assistant Directors within Property and Asset Strategy, who are responsible for a range of estate services including property and asset management, capital pipeline, and property strategic asset management plan, strategies and policies. The post holder will also have the responsibility for development, management and implementation of the Parliament’s Strategic Asset Management Plan, Development Framework, and masterplan strategies in relation to the built environment including the SVPE- Strategic Vision for the Parliamentary Estate, contributing to a suitable and cost-effective workplace experience for an effective Parliament, that enables productivity and wellbeing.

• As part of the Property and Asset Strategy senior leadership team support the planning, execution, and oversight of business plan objectives for Strategic Estates to meet the Houses’ strategies. • Build a high performing, collaborative culture, creating a learning environment that promotes and builds inclusivity, diversity, and continuous improvement. • Continually develop the Assistant Directors to remain the informed client for Parliament’s integrated property and asset lifecycle. • Pro-actively plan future resource requirements, vigorously recruiting to vacant positions. • Promote effective communication and teamwork through regular departmental meetings, briefings, and positive engagement with staff representatives. Ensure that all staff and team leaders understand the Houses’ and Department’s objectives and their own role in achieving them. • Discharge other Senior Commons Service- related delegated leadership or management duties that may arise. • Deputise for the Director as required, acting with their authority in commissioning work.

£82,000 - £103,425 (Pay Band SCS1) Contract Type/Duration: Permanent
