CONFERENCE OPENING AND WELCOME Clare Warrington, MSc FCIPPdip AFHEA Chair

Conference opened with a punchy video, to show the wealth of activities planned for our Annual Conference and Exhibition (ACE) 2023, against the beautiful backdrop of the Celtic Manor Resort in Wales. This got everyone motivated and ready for the jam-packed two days ahead.

Clare thanked our sponsors and extended a warm welcome to our overseas guests, who had travelled from all corners of the world, including America, Canada, South Africa and Australia.

Clare went on to discuss some of the recent activity the CIPP has been carrying out, covering the areas of: l policy and research l membership l Advisory l the Payroll Assurance Scheme (PAS) l National Payroll Week.

Angela MacDonald took to the stage to deliver an update on HMRC’s activity and areas of focus going forward. Angela spoke for around 20 minutes, and the key messages delivered in her speech included: l awareness that payroll, pensions and reward are inextricably linked to the tax system, and that HMRC has a shared interest with conference attendees in getting things right l HMRC knows its service levels haven’t been where they should be, but it can only improve this by making the tax system simpler for its customers through digital services l HMRC wants to work with payroll, pensions and reward professionals to identify pinch points, find solutions and help customers interact with the tax system in new ways l HMRC will keep listening to the views and ideas presented by payroll, pensions and reward professionals.

Helen and Sarah encouraged people to chat with those sat on their tables, to identify their ‘wins’ for the week, and to take pride in them. Attendees left the session feeling motivated and ready for day two.

Angela then answered questions posed by the audience for the remainder of her slot. She was open, honest and approachable throughout. Her update was very well received by the audience.

Sam and Mathew from the policy team delivered the second plenary of day one of conference, and provided an update on what the team has been doing, an overview of the flurry of consultations and calls for evidence which could have an impact on the payroll profession and, of course, discussion of what’s coming up and how you can get involved. Sam discussed the letter the CIPP received from the chancellor of the Exchequer, Jeremy Hunt, which voiced his support for National Payroll Week, the creation of the earned wage access Code of Practice, the CIPP’s interactive payslip tool and a couple of the surveys and reports the team has produced over the course of the year.

Those who joined this session listened to a panel of experts discuss what they are doing in the financial wellbeing space to help support employees, through payroll.

Turning to consultations and calls for evidence, Sam discussed some of the more prominent ones we have seen, explaining what the proposals for each were, how the CIPP responded and some of the key things to look out for.

Mathew then discussed some of the changes on the horizon, to include (but not limited to): l new National Insurance (NI) categories for investment zones l changes to paternity leave l carer’s leave

l neonatal pay and leave l flexible working l changes to automatic enrolment.

PLENARY FIVE EMPLOYMENT LAW UPDATE Laura Collins, employment solicitor, Han Law Laura Collins of Han Law Co updated delegates on some of the key employment law changes introduced in 2023, to help employers make the changes necessary to remain compliant.

6. life cover: no medicals required: free life insurance 7. no hidden fees or charges: you just pay a percentage of your pay 8. tax-free lump sum: can be taken in addition to a regular pension 9. pension increased with inflation: the value of your pension in payment is protected 10. saving for retirement is crucial: maintain your lifestyle in retirement.

Laura also discussed the following areas of interest: l fertility recommendations for employers l transgender and non-binary inclusion at work l menopause l what the empowered manager is capable of.

W1 – PAY TRANSPARENCY AND EQUALITY ON THE GLOBAL SCENE Ana Laiu MSc FCIPPdip, head of payroll, PPHE Hotel Group Ana brought her wealth of both global and UK payroll knowledge to this workshop, to provide delegates information regarding: l equal pay and pay transparency as defined by law l pay fairness, the minimum pay protections guaranteed by law and the associated reporting l assessment of where the UK sits in relation to the rest of the world when it comes to the gender pay gap.

This was a very thought-provoking session and those who attended will have come away with ideas on how to implement useful changes within their organisations.

W3 – WHAT MAKES A SUCCESSFUL PAYROLL BUREAU? Barry Matthews, consultant, Bureau Strategy Barry Matthews set out the background of the payroll industry and how the sector is viewed by some accountancy practices. The question of whether payroll is a cost centre or a profit centre was raised and there was discussion of how bureaux can move away from ‘undervaluing’ this important function. Additionally, Barry highlighted the ‘creeping normality’ of payroll legislation, its ever-increasing complexity and how this should factor into payroll pricing decisions. Eight success factors were provided for payroll service providers to consider to give their bureau the best chance of success. They were to: l communicate complexity and scope of service l measure and reward performance l network with peers l know your software (and the alternatives) l know your clients – actual and potential l demand respect for your time, your team, the profession l invest in ‘soft’ skills l create space.

PLENARY SIX HMRC Q&A PANEL SESSION Mathew Akrigg ACIPP, policy and research officer Richard Garth, customer and stakeholder lead, HMRC Colin Shingler, assistant director – head of customer stakeholder engagement team, HMRC Phil Batchelor, deputy director for income tax policy, HMRC Hosted by: Justine Riccomini MSc FFTA AIPA Chartered MCIPD ChFCIPP, head of taxation, the Institute of Chartered Accountants of Scotland (ICAS) The final plenary of day two and indeed, ACE 2023, saw representatives from HMRC, along with Mathew, answer a raft of questions on a variety of tax-related topics. Some of the questions had been submitted in advance of the plenary, but others were provided on the day, as attendees were invited to ask their burning questions through the conference app.

W2 – PENSIONS TOP TIPS Shaun Tetley FCIPP, payroll and pension manager, Portsmouth City Council Shaun’s session was centred on defined benefit pension schemes, with a focus on ensuring employees know just how important their pensions are. He shared some of his key tips and resources. Shaun shared his own personal ten reasons for joining a pension scheme and never opting out: 1. free money from your employer: your employer shares the cost 2. free money from the taxman: tax relief on all your contributions if you pay income tax 3. increased quality of retirement: the state pension will never be enough to live on 4. no investment risk: a pension based on your pay and length of service 5. protection and security: ill health, family and dependants benefits provided

Feedback following the session indicated that delegates thoroughly appreciated the candid responses to the questions asked, and that the closing plenary was a huge success.

l ‘pushing’ and ‘pulling’ l achieving the organisation’s dream l finding head space.

Karen and Maria delivered a very informative and enthusiastic workshop encouraging audience participation. They spoke about the plethora of training courses available and variety of career paths within the payroll profession, and how different skillsets can be matched to job roles and teams. They discussed how this can subsequently improve recruitment and retention, creating a motivated and dynamic team which embraces change, meaning that individuals feel valued.

W4 – MASTER YOUR OWN SUPERPOWER! Dr Sue Smith EdD MA BEd FHEA FCMI Cmgr Assoc CIPD ACIPP, education director In this highly personal session, Dr Sue talked through the moment she realised what her superpower was, and how she has since optimised the power within that superpower! A variety of video clips were shared to complement the session, including Elizabeth F Loftus discussing ‘false memories’ and the unforgettable scene from the cult classic film, ‘Coach Carter’, on the topic of revealing our greatest fears. The session also addressed the dreaded imposter syndrome, as it’s now widely recognised that this is something almost all of us will face at some point in our lives. It was a highly motivating presentation and a great addition to the opening day of the conference.

W9 – STRATEGIC APPROACH TO PROBLEM SOLVING Ellis Rees ChFCIPPdip, strategic account director UK and Ireland, ADP In this session, Ellis covered several areas, and allowed time for Q&As at the end of the session. The questions he answered were as follows: l what’s a strategic approach to problem solving? l why use a structured approach? l what is DMAIC? (Define, measure, analyse, improve, control) l how would this work in a payroll environment? Ellis gave comprehensive scenarios for each stage of the DMAIC model, to bring the theory to life and put it into practice. The workshop ended with a summary of the key takeaways, as the session was jam-packed full of information for attendees to digest.

W6 – LOOKING AFTER THE PAYROLL AND REWARD PROFESSIONAL Karen Beckett BA (Hons) ChFCIPP, head of payroll and benefits, Dorset HealthCare University NHS Foundation Trust Karen hosted a very passionate session covering stress and mental health in the workplace. She first discussed the signs and triggers which can happen either inside or outside of the workplace, which could affect the health and wellbeing of an employee. Karen provided advice on the types of support that could be implemented to help employees get through difficult times, such as: l providing safe places l appointing health and wellbeing champions l training on the importance of looking after our health and wellbeing l being your own role model.

W8 – NATIONAL MINIMUM WAGE (NMW) Jeni Morris, head of NMW specialist team, EY Jeni’s session was catchily titled, ‘Minimum wage, maximum confusion’, which we’re sure resonates with many payroll professionals. In this highly informative session, Jeni covered: l current enforcement activity by HMRC (proactive and reactive enforcement) l the importance of identifying the different types of category for NMW purposes (salaried / time / unmeasured / output) l what’s included in working time (training / being ‘on call’ / working through unpaid breaks / dressing time) l what’s included and what’s excluded for the purposes of calculating NMW (pay elements / deductions / reductions) l salaried excess hours. Jeni closed by providing an update on the recent HMRC consultation ‘Improving the data HMRC collects from its customers ’, which focussed on the collection of more granular information regarding employee hours worked. She stated that we will have to see how this will link with NMW legislation and obligations, so watch this space…

This was a thoroughly enjoyable session, covering a topic that affects us all.

W5 – ORGANISATIONAL STRATEGY DEVELOPMENT Elaine Gibson MSc ChFCIPP MCMI FHEA, consultant, People Transformation Elaine’s workshop was aimed at individuals at manager / leader level. It was a highly interactive session which explored how to co-ordinate teams, while linking wider businesses strategies to team goals.

W10 – THE PENSIONS REGULATOR (TPR): PENSIONS UPDATE Andy Nicholls FCIPP, industry liaison officer, TPR Representatives from TPR gave an update on all things pensions dashboards related. This included an update on the Pensions Dashboards (Amendment) Regulations 2023, with helpful advice on what scheme managers should be doing now in preparation.The tips included: l reading TPR’s guidance l deciding how to connect to the dashboards l including pensions dashboards as an agenda item l ensuring data accuracy.

W7 – WHAT’S IN THE TOOLBOX TO ENHANCE YOUR PAYROLL CAREER? Karen Thomson MSc ChFCIPPdip FHEA, UK payroll director Anderson Anderson & Brown LLP

The four key steps for getting ready were listed as understanding the data, assessing the quality and accessibility of that data, considering data items for matching criteria and implementing plans to improve and then maintain data quality.

This very detailed workshop ran through some hot topics in the directors’ tax and NI space, including, but not limited to: l off payroll workers l non-executive directors fees and expenses l NI – common errors l nominee directors l non-resident directors l homeworking (including overseas) l The Chartered Institute of Taxation’s Employment Taxes Voice , issue 8 2023. This was an invaluable session in the ‘skilled professional’ stream, and provided some insight into areas payroll professionals regularly encounter.

Laurie’s workshop addressed the many challenges faced by employers looking to recruit, as well as issues concerning retaining current staff. It’s accepted that resources are stretched thin in many organisations, so how employers can maximise the impact of the benefits they already offer was discussed. Laurie stressed the importance of ensuring businesses are offering the things which really matter to employees, exploring: l getting the basics right l taking benefits to the next level l the wider employee value proposition.

W16 – QUALITY OVER QUANTITY: HOW TO USE MICROLEARNING Polly Sinclair MSc FCIPPdip MSET, programme tutor, West Suffolk College Polly explained how payroll professionals can ensure they’re constantly developing their knowledge and skills without the need for lengthy training days, by using microlearning – a quality over quantity technique. She discussed the benefits of this approach and how it can be successfully embedded into an organisation’s learning and development strategy.

W11 – ANTI-MONEY LAUNDERING (AML) – WHAT YOU NEED TO KNOW Samantha Grant, head of business development, Institute of Accountants and Bookkeepers (IAB)

W15 – CYBERSECURITY PANEL Jim Steven, Experian Brian Sparling ChFCIPPdip, payroll services and compliance principal (EMEA), Ceridian Europe Ltd Will Jackson ACIPP, chief executive officer, C2 Risk Danny Rice, manager UK payroll product management, Workday James Proctor ACIPP, chief operating officer, Phase 3 Companies nowadays are facing the very real threat that they log on to find their data is being held to ransom. This session was hosted by Vickie Graham and saw a panel of experts discuss the impacts of ransom attacks, how to mitigate against them and what to do when (not if) it happens to you. Payroll data is some of the most valuable data out there and the reputational damage of an attack on your business can be huge. It can be scary stuff, but this knowledge is essential to know what can be done in a crisis. Everyone thinks they’ll be OK, until they’re not.

W13 – MANAGING GLOBAL MOBILITY

Samantha Grant and Nikki Coles from IAB dove into the muddy waters of AML and how it relates to payroll professionals. With payroll data being a critical and often expensive part of a company’s finances, it’s ripe for fraud and tax evasion risk. This session explored some of the main risks involved in payroll departments, as well as how to mitigate against them. Importantly, the discussion in this session centred around who needs to have AML supervision. With the punishments for not bothering being severe, it’s important you understand your duties and comply where needed.

Moniza Syeda, global mobility content manager, Tolley’s (LexisNexis UK)

Moniza delivered a session all about global mobility, in recognition of modern working practices currently growing in popularity. She discussed: l the key risks of having a globally mobile workforce

l how to successfully manage those risks l steps to take when things go wrong l embracing changes and celebrating success.

W17 – THE AGILE PAYROLL TEAM John Cronin, chief executive officer, Subio Sarah Slack, chief revenue officer, Subio John and Sarah discussed the ways to begin the journey to becoming an agile payroll team, covering why it’s important / urgent, what the outcomes should be and what actions need to be taken. They explained why outcomes need to be ‘SMART’, so: l specific

l measurable l achievable l relevant l timebound.

automation is growing in popularity, they want to improve the quality of that automation.

The panel recommended that delegates review their processes and tasks, and decide what they’d like to automate, considering how to get people excited about automation in payroll. Artificial intelligence (AI) will need to be factored into automation in the future, as there could be bots to extract information, which could identify pay differences on payslips in the future, for example. AI will be a journey, as with automation – ultimately, automation is about shorter steps to a wider and quicker solution.

W18 - CIPP BITESIZE TRAINING: ‘HOT TOPIC’ PAYROLLING BENEFITS Fiona Smith MCIPPdip, training manager This issue seemed more topical than ever, following the abolition of paper P11Ds and P11D(b)s to HMRC in 2023. Our training manager, Fiona, delivered a highly informative update on all things payrolling benefits related. She covered: l how to register for payrolling benefits

EVENING ENTERTAINMENT

The end of day one saw a buffet and networking event, which allowed payroll, pensions and reward professionals to mix with their peers, and to discuss the activities held earlier that day.

l the pros and cons of payrolling l an overview of benefits in kind.

The entertainment of the evening came in the form of ‘Wacky races’, which encouraged teams to bet on a series of races. However, these weren’t your typical races, and they included contestants of all varieties, even extending to snails and pigs.

It was a great way to wrap up the first day of ACE 2023 and everyone went to bed on a high.

Fiona illustrated points raised with working examples to help with understanding how it can all be put into practice. Anyone attending hopefully left the session prepared to review their (or their clients’) processes around reporting expenses and benefits to HMRC.

W20 - TAX CASE UPDATE Justine Riccomini MSc FFTA AIPA Chartered MCIPD ChFCIPP, head of tax, The Institute of Chartered Accountants of Scotland (ICAS) Justine provided an overview of some of the major employment tax cases from the last 12 months. Justine explained what the judiciary were asked to review, the approach to making decisions and whether decisions were binding in cases on the following areas: l living accommodation expenses l the coronavirus job retention scheme l termination payment or restrictive covenant? l IR35 l National Insurance contributions on car allowances l P11D dispensations v benchmark rates.

The CIPP’s Annual Excellence Awards are the industry’s most prestigious awards, which are given to individuals and organisations who have had the biggest and best impact on the payroll, pension and reward professions over the past year.

Prior to dinner, people flocked to have selfies with the evening’s host, Ben Shephard, who was very generous with giving hugs and having chats, despite having to be up extremely early the next morning to carry out his day job on Good Morning Britain .

After a delicious three-course meal, Jason Davenport took to the stage to officially open the awards ceremony for the first time as the CIPP’s chief executive officer (CEO). He recapped on the success of the conference for 2023, and also reminded there’s still more for payroll professionals to keep on their radars, with the upcoming King’s speech and autumn statement. He also thanked everyone for their awards submissions and ongoing support over recent months and years.

It was then over to business development director, Vickie Graham to thank the awards judges and our wonderful award sponsors. Vickie was delighted to introduce the very special guest of the evening, Ben Shephard (who most of you had already met and had pictures with).

Ben Shephard is a presenter on ITV’s Good Morning Britain , alongside Susanna Reid, Kate Garraway and Charlotte Hawkins. He is also a journalist and presenter on Tipping Point and Ninja Warrior UK . Additionally, he has broken four Guinness Book World Records and, over the past ten years, completed 14 marathons, ran across the UK twice, appeared in Soccer Aid and climbed Mount Kilimanjaro, all for charity. Ben expressed his delight at being at the beautiful Celtic Manor Resort, of course, referencing its fantastic golf course. He went on to state that the professionals in the room all held a common desire for excellence, ensuring employees are all paid correctly and on time, recognising the hard work which goes into that, along with the team spirit. He then turned his attention to presenting the awards for 2023, meeting the winners and having photographs with them on stage.
