Angela MacDonald took to the stage to deliver an update on HMRC’s activity and areas of focus going forward. Angela spoke for around 20 minutes, and the key messages delivered in her speech included: l awareness that payroll, pensions and reward are inextricably linked to the tax system, and that HMRC has a shared interest with conference attendees in getting things right l HMRC knows its service levels haven’t been where they should be, but it can only improve this by making the tax system simpler for its customers through digital services l HMRC wants to work with payroll, pensions and reward professionals to identify pinch points, find solutions and help customers interact with the tax system in new ways l HMRC will keep listening to the views and ideas presented by payroll, pensions and reward professionals.
Helen and Sarah encouraged people to chat with those sat on their tables, to identify their ‘wins’ for the week, and to take pride in them. Attendees left the session feeling motivated and ready for day two.
Angela then answered questions posed by the audience for the remainder of her slot. She was open, honest and approachable throughout. Her update was very well received by the audience.

Sam and Mathew from the policy team delivered the second plenary of day one of conference, and provided an update on what the team has been doing, an overview of the flurry of consultations and calls for evidence which could have an impact on the payroll profession and, of course, discussion of what’s coming up and how you can get involved. Sam discussed the letter the CIPP received from the chancellor of the Exchequer, Jeremy Hunt, which voiced his support for National Payroll Week, the creation of the earned wage access Code of Practice, the CIPP’s interactive payslip tool and a couple of the surveys and reports the team has produced over the course of the year.

Those who joined this session listened to a panel of experts discuss what they are doing in the financial wellbeing space to help support employees, through payroll.
Turning to consultations and calls for evidence, Sam discussed some of the more prominent ones we have seen, explaining what the proposals for each were, how the CIPP responded and some of the key things to look out for.
Mathew then discussed some of the changes on the horizon, to include (but not limited to): l new National Insurance (NI) categories for investment zones l changes to paternity leave l carer’s leave
l neonatal pay and leave l flexible working l changes to automatic enrolment.
