EXECUTIVE SUMMARY Sandwell College is seeking to make a key senior appointment to the role of Director of Estates and Capital Projects. This role blends strategy and delivery, as the postholder will take the lead role for estates strategy development and masterplanning across our campuses whilst leading the delivery of a diverse variety of projects and programmes including new-build, redevelopment, refurbishment, maintenance and sustainability schemes. This is an exciting opportunity for an estates professional with a proven track record in the delivery of capital development programmes to play a leading role in the creation of an education estate that will offer a high-quality and inspiring learning environment for current and future generations, whilst boosting the local region. We are seeking an exceptional leader with a proven track record of developing and implementing estates development programmes across diverse and complex property portfolios. Positive and a natural collaborator, you will possess excellent communication and stakeholder management skills. The role calls for an individual who is adept at providing leadership at the wider strategic level whilst having a proven track record of delivering capital projects and programmes.

JOB ROLE

JOB TITLE Director of Estates and Capital Projects RESPONSIBLE TO Principal DEPARTMENT Senior Leadership Team

• To work closely with SLT to ensure that the needs of local businesses and community are met. • Ensuring core services delivered within key areas of responsibility are delivered in the most cost-effective manner, working within an annual budget framework ensuring key financial targets are achieved. • To support, promote and further develop the College’s commitment to diversity and inclusion. • To establish, develop and maintain effective relationships with relevant external bodies. • To foster a positive and open culture through effective communication. • To represent the Principal as and when required including attendance at external events • To fulfil responsibilities in respect of formal processes and procedures (eg hearings, appeals, dismissals and exclusions) • To undertake other duties as determined from time to time to ensure the continued progress and viability of the College. 2. Capital Projects and Development: • To anticipate changes in the external environment, to explore the implications for the College and to make recommendations in order to best position the College for the future. • To proactively design and develop solutions that meet strategic aims and objectives • Develop and manage positive and beneficial relationships with key local, regional and national stakeholders to ensure the college is well-positioned to respond to, and benefit from, development opportunities. • To ensure development plans and strategies are in place capable of securing external funding to meet key priorities. • Develop and deliver tenders, bids and business plans that are successful in responding to opportunities, maximising resources for the college. • Work in conjunction with the Principal/CEO on the development and implementation of strategies and plans to drive and enhance the delivery of core services. • Develop and implement strategies to ensure that future learning and curriculum needs are met.

To lead the development and delivery of the College’s Estates and Capital Project Strategies and supporting plans. To provide effective oversight and management for estates development and strategic maintenance, including both new build and extensive redevelopment of the existing estate. Engage with colleagues and external stakeholders and contractors to drive the successful delivery of projects to time and budget, providing strategic leadership, advice and guidance to Board and Senior colleagues. To develop innovative and high-quality learning environments in support of the college’s mission to provide an outstanding institution to benefit its students.

KEY TASKS AND RESPONSIBILITES

1. Leadership: • To contribute to the strategic planning process with senior colleagues and the Corporation that promotes outstanding performance. • To lead on the development and delivery of high-quality services within the scope of the role, ensuring an effective and optimal external stakeholder service. • As a member of the senior team, work with Principal/ CEO and senior colleagues on the formulation of plans to strengthen and further develop provision across the college. • Provide outstanding and motivational strategic and operational leadership across areas of responsibility and to team members. • Ensure the provision of timely information and reports to the Principal/CEO and Corporation on key areas of responsibility and delivery. • To attend Corporation meetings as required and provide reports to the Corporation and Leadership Team(s) as appropriate • To work closely with SLT to ensure that appropriate resources for learning are in place.

• To ensure the effective management of the annual estates budget, ensuring that all services are provided at optimum cost effectiveness levels. • Ensuring the ongoing training, development, skills and competencies of colleagues within the estates function. • To ensure a client-centred approach is embedded within the delivery of estates services. • To provide leadership to the sustainability and green agendas across the college. • To ensure that up-to-date information is available on all matters associated with compliance and legislation.

• To be responsible for the strategic and operational management of major capital projects. • To keep abreast of all local, regional and national policy developments, with a view to achieving beneficial outcomes for the college and its learners. • To manage relationships with professional delivery service providers in relation to all capital projects. • To ensure the college, and the public purse, achieves best value in all capital and development programmes. • To ensure that effective financial controls are in place and managed appropriately across project lifecycles. • To manage relationships with all providers of external funding support for all capital related projects and programmes. • To anticipate, and plan for, changes in the further education and skills landscape and to ensure the college is well positioned to respond. 3. Strategic Leadership of Estates: • To be the strategic lead on the college estate, including liaison with all external stakeholders with an interest in the college estate, e.g. planning authorities, combined authority etc. • To provide long term, comprehensive and integrated physical resource planning support, ensuring the full exploitation of the college’s physical resources. • To lead on strategic planning for the physical environment and physical resources including the preparation, revision and implementation of the estate strategy and its associated financial implications. • To lead on the planning and delivery of maintenance across the estate portfolio, spanning all building fabric and infrastructure. • To lead on the management of the estate in terms of compliance and condition management. To prioritise investment based on compliance and condition assessment. • To lead on space management and asset management of the College’s property and land holdings, ensuring that the College derives best value from its space. • To plan, manage and develop the estate and its related resources and services in line with best practice in the further education sector. • To ensure best practice in all estates related procurement, achieving the efficient management of all works and services related to the maintenance and improvement of the estate.

OTHER RESPONSIBILITIES

In common with all other employees of the College, the post holder is expected to: • Perform duties to a high standard and to ensure that the quality assurance processes are implemented successfully across the College, particularly those relating to their own role. • Positively contribute to a safe learning and work environment ensuring compliance with Health and Safety policies and procedures • Have a personal responsibility for Safeguarding and promoting the welfare of children, young people and vulnerable adults to ensure compliance with Safeguarding policies and procedures. • Participate in and make an appropriate contribution to the College’s planning and review process. • Take a proactive role in the maintenance of acceptable standards of student behaviour. • Contribute to the development of the Strategic Plan and to the achievement of the objectives contained therein. • To make a full contribution to the Diversity and Inclusion agenda. • Keep up to date with issues affecting the role and contribute to staff development activity. PERSON SPECIFICATION

• Experience of leading procurement and contracting processes of high value

QUALIFICATIONS Essential • Degree or equivalent level qualification in a discipline appropriate to this role. • Membership of a relevant, professional body • Evidence of continued, professional development

Desirable • Experience of leading estates maintenance across a complex estate portfolio • Some experience of, and familiarity with, the further education and skills sector. SKILLS/ABILITIES Essential • Exemplary communication and presentation skills. • The ability to horizon scan and to identify opportunities and risks. • Robust understanding of financial and budgetary management, especially in relation to curriculum planning. • Ability to analyse activity and data and develop strategies for improvement where necessary. • The ability to lead others with clarity, energy and enthusiasm, commanding respect from across the organisation. • Ability to secure effective working relationships with colleagues, staff, funding bodies, employers and other partners through high levels of support and challenge.

Desirable • Formal project management qualification

EXPERIENCE Essential • Proven and successful management of capital projects of various sizes and complexity. • Experience of estates leadership within an organisation of similar scale and complexity. • Demonstrable, successful contribution to an organisation’s strategic planning process. • Successful experience of writing and leading bids, tenders, business plans and funding applications. • Experience of leading change to deliver exceptional and sustainable outcomes • Significant experience of external stakeholder management • Extensive experience of leading and inspiring teams • Developing and implementing estates and development strategies • Experience of delivering effective information strategies to inform decision making and activities

• Very strong IT skills. • Flexible and resilient.

Desirable • Broad understanding of skills policy and other external drivers, and how these influence planning and decision-making.
