Introduction

St Andrew’s Healthcare is a charity providing specialist mental healthcare for patients with some of the most complex, challenging mental health needs in the UK. We provide care across a number of services, including Men’s Mental Health, Women’s Mental Health, Child and Adolescent Mental Health Services (CAMHS), Neuropsychiatry, Autistic Spectrum Disorder and Learning Disability, with the majority of our 600 patients referred to us via the National Health Service. Reporting to the Head of Estate Services, the Hard Facilities Manager will deliver a responsive and cost effective hard facilities service for the charity. Working closely with colleagues including Strategic Maintenance Team to ensure management information of repairs and maintenance work supports Asset Data and Asset Lifecycle planning in addition to the Soft Service Manager, Business Partnering and Project Delivery teams to develop and deliver the operational and facilities strategy. The estates function is set to embark on a period of transformation to operate in a more commercial manner whilst ensuring the delivery of excellent patient care.

Purpose of Role: Lead the planning and delivery of service wide hard facilities management through the leadership of the team.

mechanisms which support the provision, review, management and maintenance of Hard Facilities Management services. • Ensure statutory compliance of the Estate within regulatory requirements, (including CQC, Mental Health Act and HSE requirements) with a timely and effective response to quality control, compliance and audit recommendations. • Ensure the effective application of recognised healthcare estates management standards and practices, including issues of compliance with Health Technical Memoranda (HTM), Health Building Notes (HBN) and other recognised standards • Work collaboratively with the Head of Health, Safety and Fire to ensure compliance, manage risk and develop a risk awareness culture • Co-ordinate response to emergency situations or service failures to resolve or maintain services and implement recovery or contingency plans. Own, review and deliver escalation planning in support of EPRR/Business Continuity activity.

Hard Facilities Manager

Key Responsibilities:

Service Delivery • Deliver responsive and cost effective hard facilities service for the Charity. • Work collaboratively with the Strategic Maintenance Team to ensure management information of repairs and maintenance work supports Asset Data and Asset Lifecycle planning. • Work with Soft FM Service Manager, Project Delivery Team and Business Partnering Team to develop an operational estate strategy focusing on best in class service delivery. Review and consider internal structures and appropriate partnership working. • In conjunction with broader E&F leadership team ensure the structure of the teams and operating model is at its most effective to manage reactive and proactive service delivery. • Work collaboratively with Group Procurement to ensure exemplary supplier relationship management of the Charity’s supply chain partners with regular review of appropriate fit, efficiency and value added. • Establish, develop and implement management information systems and monitoring

Essential Selection Criteria • Degree or equivalent in relevant discipline • Demonstrated experience of estates management • Operational experience of leading and developing teams • Demonstrated experience of strategic planning and managing large scale projects • Able to fulfil the statutory roles associated with healthcare Estates systems such as HV, LV, Water Hygiene, Air Handling Units, Confined spaces etc. in line with HTM • Sound knowledge of business planning and detailed knowledge of the Risk Adjusted Backlog maintenance principles and forward planning processes • Strong interpersonal skills (influencing, negotiating, collaborating and relationship building)

Desirable Selection Criteria • At least 5 years in a management role within comparable environment • Understanding of key modernisation issues for healthcare estates • Understanding of the estates services needs of mental health and learning disability services, including medium and low secure locked services • Experience of managing in-house and subcontracted resources
