Maintaining a high-quality school district requires a dedicated team of classified (non-teaching) professionals. The Barstow Unified School District Personnel Commission ensures these staff members are hired and supported through a fair, merit-based system. Daniel Ortiz, the Director of Classified Personnel and Secretary to the Personnel Commission, leads this essential department. Daniel Ortiz’s work ensures BUSD attracts and retains skilled individuals for vital roles like nutrition services, facilities, and office administration.
This month, we spotlight Jamie Fisher, BUSD's Director of Instructional Support Services, a key leader ensuring educators have the necessary tools and students receive a high-quality, equitable education. Her impact is felt in every BUSD classroom. A familiar face, Mrs. Fisher has served BUSD in various leadership roles, including as the Principal of Skyline North Elementary School. Her transition to district-level administration allows her to apply her firsthand school experience to broader instructional goals within the Educational Services division. Mrs. Fisher oversees programs ensuring BUSD meets state standards and community needs to include: State and Federal Programs : Coordinating "Equitable Services" and ensuring compliance. Curriculum and Assessment: Overseeing district-wide assessments and supporting CAASPP testing. Special Grants and Literacy: Leading critical initiatives like the Early Literacy Support Block Grant. English Language Learner (ELL) Support: Monitoring progress and ensuring support for students learning English.
In Barstow Unified School District (BUSD), the mission is to ensure students are supported, present, and safe so they can succeed. Leading this effort is Carolyn Norman, the Director of Child Welfare and Attendance (CWA). Ms. Norman oversees vital systems that connect a student’s home life with their school life. A longtime member of the BUSD leadership team, she brings deep institutional knowledge and empathy to her position. The Director of CWA's role is a bridge between the district and the community, focusing on three primary pillars: Attendance Advocacy: Focusing on prevention, the team works to understand and overcome root causes of absences, such as transportation or personal hardships. Safety and Discipline: Ensuring fair, consistent, and restorative policies for student conduct. Ms. Norman works within the Pupil Services department toward a proactive, supportive model, coordinating with local agencies and meeting with parents to ensure every student feels seen and supported. The CWA office is a resource for families facing challenges with regular attendance.
What is the Personnel Commission?
Established in 1967, the Personnel Commission is a nonpartisan public body that administers the Merit System—a civil service framework that ensures employees are selected, promoted, and retained based on fitness and merit. The Commission's primary responsibilities include: Classification, Rules and Regulations, Appeals and Investigations, and Recruitment and Testing. The work of Daniel Ortiz and the Personnel Commission protects the integrity of hiring practices. The Merit System ensures objective employment decisions, providing a stable and professional environment for staff supporting our students.

The SAM is a management professional responsible for the overall non-instructional operations of the school. By managing daily complexities, the SAM allows educational leaders more time in the classroom. The SAM ensures the campus runs smoothly and safely through a variety of responsibilities such as, Campus Safety & Operations, Student Support, Logistics & Facilities, Supervision, and Community Liaison. The SAM is essential for a positive school environment, coordinating tasks from state testing and intramural sports to cafeteria programs. Hawks Go Undefeated, Win SV Tournament Aztec Wrestling Senior Night
Parade for State Champion Aztecs
Barstow Unified School District and the City of Barstow will host a parade for the CIF State 4-AA Football Champions, the Barstow High School Aztecs on Saturday, February 7, beginning at 11 a.m. The parade route goes from Barstow Road and Main Street to Barstow City Hall. Following the parade, the Aztecs coaches and players will be honored and recognized for being the first school in the High Desert to win a State Football Championship. Come

Celebrating Black History Month: A Time to Learn, Honor, and Be Inspired!
Parent/Teacher Conferences
February is Black History Month—a special time to celebrate the amazing achievements of African Americans and recognize how they have helped shape our country. Our community of Barstow is proud of this rich history. Did you know that nearly 19% of our residents are African American? That’s one of the highest percentages in California! A long time ago, African American pioneers came to our area. In the early 1900s, brave individuals moved to the Lanfair Valley north of Barstow, where they built farms and businesses. They worked hard to create a better life for themselves in the desert, showing great courage and hope. Today, many Black veterans and service members call Barstow home, thanks to its nearby military bases. Throughout February, we celebrate Black History Month to learn about these stories, like Dr. Mae Jemison, the first African American woman in space, and Carter G. Woodson, who started Black History Month in 1926. Their stories were often left out of history books, but this month gives us a chance to understand the full story of America—one that includes struggles, resilience, and triumphs.
Black History Month also reminds us of inspiring leaders like Martin Luther King Jr. and Rosa Parks, who stood up for what was right and helped change the world. And it’s a time to celebrate the wonderful culture created by Black Americans—through music like jazz and hip-hop, stories, art, and more—that makes America a richer, more colorful place. At Barstow Unified, we ensure every student feels seen and inspired. Look for special library displays, classroom projects, and community events throughout February. Let’s make this a time of discovery and appreciation. We are proud of our history, our community, and our students!
Why We Celebrate in February: A Tale of Two Birthdays
This February, our schools will observe two holidays to celebrate both Abraham Lincoln’s Birthday and Presidents’ Day originally created to celebrate George Washington’s Birthday.This is a special time for students and families to reflect on the history of the American presidency and the leaders who shaped our nation. Established by Congress in 1879, this holiday was created to honor our first president, George Washington. As the "Father of His Country," Washington led the Continental Army and set the standard for all presidents who followed. While the federal holiday officially honors Washington, we also take this time to remember Abraham Lincoln, whose birthday is February 12. Known as the "Great Emancipator," Lincoln led the U.S. through the Civil War and worked to end slavery. Because his birthday is so close to Washington’s, many people choose to celebrate both icons together. In 1968, a law called the Uniform Monday Holiday Act moved the celebration of Presidents’ Day to the third Monday of February. This created a long weekend for families and placed the holiday right between Washington’s and Lincoln’s actual birthdays. Today, whether you call it Washington’s Birthday or Presidents' Day, it is a day to honor all those who have served in the highest office of our country.

New Governance Handbook
The BUSD Governance Team, comprising the Senior Executive Assistant to the Superintendent, Superintendent and Board of Trustees, has worked to develop a formal framework for effective leadership and district oversight. This handbook serves as a guide for the team's ongoing work regarding unity of purpose, roles, norms and protocols to benefit all students and staff within the district. The development of this handbook was a collaborative process involving a series of four (4) governance workshops held on the following dates: ● September 9, 2025 ● September 23, 2025 ● November 6, 2025 ● January 13, 2026 During these sessions, the team worked to define the board's mission, vision, and core values. This process was facilitated with the assistance of Jan Gonzales and Richard Bray, Superintendent's Advisors from the San Bernardino County Superintendent of Schools (SBCSS). Vision Statement: Barstow Unified School District will provide a safe, fair, equitable, and quality educational experience to ensure each student reaches their full potential and makes positive contributions to their communities. Mission: Barstow Unified School District’s continuing mission is to provide a foundation for sustained educational excellence for all students. By setting clear goals and expectations, the Barstow Unified School District will create innovative learning environments that prepare and inspire all students and staff, by adhering to our Statement of Principles, our students will thrive academically, contribute to society, and lead healthy, purposeful lives.

La Comisión de Personal del Distrito Escolar Unificado de Barstow garantiza que estos miembros del personal sean contratados y apoyados a través de un sistema justo basado en el mérito. Daniel Ortiz , Director de Personal Clasificado y Secretario de la Comisión de Personal, lidera este departamento esencial. El SAM es un puesto de gestión de 12 meses, crucial para liberar a los directores de las operaciones no instruccionales, permitiéndoles enfocarse en el liderazgo académico. El SAM gestiona la administración diaria para que maestros y directores se centren en el salón de clases.
Sus responsabilidades son amplias e incluyen:

Noche de despedida de los luchadores de último año de Aztec Wrestling
El Distrito Escolar Unificado de Barstow y la Ciudad de Barstow organizarán un desfile para los campeones estatales de fútbol americano de la división 4-AA de la CIF, los Barstow High School Aztecs, el sábado 7 de febrero, a partir de las 11:00 a. m. El recorrido del desfile irá desde la intersección de Barstow Road y Main Street hasta el Ayuntamiento de Barstow. Después del desfile, los entrenadores y jugadores de los Aztecs serán homenajeados y reconocidos por ser la primera escuela en el High Desert en ganar un campeonato estatal de fútbol americano. ¡Acompáñenos a celebrar a nuestros estudiantes-atletas campeones estatales!

Febrero es el Mes de la Historia Afroamericana, un momento clave para celebrar los logros de los afroamericanos y su contribución a nuestro país. Barstow se enorgullece de esta historia; casi el 18.7% de nuestros residentes son afroamericanos, uno de los porcentajes más altos de California.
Nuestras Raíces en el Desierto
Pioneros afroamericanos llegaron a nuestra zona. A principios del siglo XX, personas valientes se establecieron en el valle de Lanfair, al norte de Barstow, donde construyeron granjas y negocios, demostrando coraje y esperanza. Hoy, muchos veteranos y miembros del servicio militar afroamericanos consideran Barstow su hogar.
Héroes que nos Inspiran
En febrero, celebramos la historia de héroes como:
Dra. Mae Jemison: Primera mujer afroamericana en el espacio.
Carter G. Woodson: Iniciador del Mes de la Historia Afroamericana en 1926.
Este mes nos da la oportunidad de comprender la historia completa de Estados Unidos: una historia de lucha, resiliencia y grandes triunfos.
Días Festivos de Febrero: Honrando el Liderazgo Presidencial. En febrero, nuestras escuelas observarán dos días festivos: el cumpleaños de Abraham Lincoln y el Día de los Presidentes, originalmente para George Washington. Es un momento para reflexionar sobre la historia presidencial de EE. UU. George Washington: El Padre de la Patria Este día festivo (establecido en 1879) honra a nuestro primer presidente, quien lideró el Ejército Continental y estableció el estándar para la presidencia. Abraham Lincoln: El Gran Emancipador Aunque el día festivo federal honra a Washington, recordamos también a Abraham Lincoln (cuyo cumpleaños es el 12 de febrero). Conocido como el "Gran Emancipador", él lideró al país durante la Guerra Civil y trabajó para acabar con la esclavitud. ¿Por qué un lunes? La Ley de Lunes Festivos Uniformes de 1968 trasladó el Día de los Presidentes al tercer lunes de febrero, creando un fin de semana largo y ubicándolo entre los cumpleaños de Washington y Lincoln. El Mes de la Historia Afroamericana celebra a líderes inspiradores como Martin Luther King Jr. y Rosa Parks, quienes lucharon por la justicia y transformaron el mundo. Nuevo Manual de Gobernanza
l Equipo de Gobernanza de BUSD, integrado por la Asistente Ejecutiva Principal del Superintendente, el Superintendente y la Mesa Directiva, ha trabajado para desarrollar un marco formal para el liderazgo eficaz y la supervisión del distrito. Este manual sirve como guía para la labor continua del equipo en relación con la unidad de propósito, roles, normas y protocolos, con el fin de beneficiar a todos los estudiantes y al personal dentro del distrito.
1. Integridad: Estamos comprometidos a ganar y mantener la confianza a través de la responsabilidad, la equidad y el servicio al mejor interés de los estudiantes, actuando consistentemente con honestidad, manteniendo estándares éticos y tomando decisiones responsables. 2. Logro Estudiantil: Estamos comprometidos a ayudar a los estudiantes a alcanzar los niveles más altos de éxito, utilizando la toma de decisiones basada en datos de acuerdo con la Declaración de Principios del Distrito Escolar Unificado de Barstow. 3. Responsabilidad Fiscal: Estamos comprometidos a ser administradores informados y responsables de los fondos que se nos confían, con el fin de maximizar el éxito estudiantil a través de la transparencia con todas las partes interesadas y mantener la solvencia fiscal a largo plazo. 4. Durante estas sesiones, el equipo trabajó para definir la misión, la visión y los valores fundamentales de la mesa directiva. Este proceso se llevó a cabo con la asistencia de Jan Gonzales y Richard Bray, Asesores del Superintendente de la Oficina del Superintendente de Escuelas del Condado de San Bernardino (SBCSS). Declaración de Visión El Distrito Escolar Unificado de Barstow brindará una experiencia educativa segura, justa, equitativa y de calidad para garantizar que cada estudiante alcance su máximo potencial y realice contribuciones positivas a sus comunidades. Misión La misión continua del Distrito Escolar Unificado de Barstow es proporcionar una base para la excelencia educativa sostenida para todos los estudiantes. Al establecer metas y expectativas claras, el Distrito Escolar Unificado de Barstow creará entornos de aprendizaje innovadores que preparen e inspiren a todos los estudiantes y al personal; al adherirse a nuestra Declaración de Principios, nuestros estudiantes prosperarán académicamente, contribuirán a la sociedad y llevan vidas saludables y con propósito.
