Russell gets another B+ In March and April of 2017, Russell Township’s communication department launched the sec- ond Annual Report Card survey to capture the public’s perception of the Township and its ser- vices, for which they once again received a solid B+. In this survey, to which approximately 400 individuals responded, the general public was asked to evaluate the delivery of services and overall performance as part of the Township’s branding project and also, to support a culture of continuous improvement. A report detailing findings included the necessity to keep customer service as a priority. Among others, commuters would also like business hours adjusted and local businesses want more support. Moreo- ver, growing families and communities would like more crosswalks and sidewalks, and an indoor pool remains a high-interest. A channel (such as the Report Card) is appreciated to help citizens voice their concerns and help the municipality identify how to better serve the community. Highlights will be shared on social media shortly. – Vicky Charbonneau Studies are also on the way in regards to the project and following the deci- sion of the approval authorities (UCPR & Russell), there will be a 20-day appeal period, as prescribed by the Planning Act. Details and video are available through the Township of Russell’s website, and one can be notified of the decision by making a written request to the United Counties of Prescott and Russell. During Russell Township Council’s last meeting, United Counties of Prescott and Russell (UCPR) presented a draft plan of subdivision application for Melanie Construction, which was fol- lowed by a public hearing, as proce- dures require. A crowd of thirty-some listened care- fully, as Sylvain Boudreault explained, last Monday August 14, the details per- taining to this new subdivision. Situated along North Russell Road, the property is located within the village limits of Russell, more specifically within the north-east quadrant of the village (Part of Lot 13 Concession 3, Township of Russell Vil- lage of Russell). The UCPR Planning and Forestry De- partment has received an application for approval, of a draft plan of subdivi- sion consisting of 427 residential units, spread out through 325 single detached dwellings, 34 semi-detached dwellings, 68 townhouses along with 4 commercial blocks and another one for a park. The affected land will be fully serviced by the municipal water and sewer system. This public meeting is a requirement of the Planning Act and is being held to provide an opportunity for the public to voice their comments and concerns with regards to these proposed applications. Among them, some concerned citi- zens raised the questions of traffic con- gestion – most homes now have two ve- hicles, the connectivity of the subdivision to a bike path, emergency vehicle and school bus access, as well as location of sidewalks.

“Move Over” rule The OPP reminds motorists that they are sup- posed to move out of the way of emergency vehicles headed their way with lights flashing and sirens blaring, or make sure to do a slow and careful detour around a police, fire or ambulance unit seen parked along the road with its emer- gency lights flashing. Ontario’s Move Over Law imposes fines ranging from $400 to $2000 for violations, depending on circumstances, along with three demerit points on a driver’s licence upon conviction. – Gregg Chamberlain D’autres données intéressantes du recen- sement appartiennent aux catégories des familles et duménage. En général, à travers le pays, le nombre de couples vivant sans enfants a augmenté plus rapidement que ceux qui vivent avec des enfants – avec cer- tains écarts entre l’est et l’ouest du Canada. L’Ontario est l’une des régions où le nombre de couples vivant avec des enfants Statistique Canada a récemment publié les points saillants du recensement canadien de 2016. Ceux-ci incluent des données pro- venant des catégories suivantes : familles, état matrimonial, le ménage et la langue. Le taux de bilinguisme français-anglais a atteint un nouveau sommet au Canada, les deux tiers de cette croissance étant attri- bués au Québec. Le taux de bilinguisme au pays a augmen- té pour la première fois depuis 2001, passant de 17 % à 18 %. Le nombre de personnes qui considèrent le français comme leur langue officielle a diminué, en Ontario, de 0,2 % depuis 2011. L’Assemblée de la francophonie de l’Ontario (AFO) s’inquiète de cette baisse relative du français. « L’avenir de la communauté franco- ontarienne est menacé en Ontario, a expli- qué Carol Jolin, le président de l’AFO. Cette diminution affecte notre capacité de vivre en français, d’obtenir des services gouverne- mentaux dans notre langue et d’être repré- sentés auprès des acteurs politiques. »Même si l’usage de la langue officielle française a diminué, le nombre de francophones vivant en Ontario ainsi que les personnes pouvant s’exprimer en français a augmenté.
Statistics Canada has recently released the key highlights of the 2016 Canadian Census. Most notably, the percentage of one-person households is at an all-time high in Canada’s 150-year history. Ontario is one of the areas with the highest percentage of couples living with children, whereasWestern Canada is trending the opposite. Bilingualism in the country is also at an all-time high – showing the French language losing grounds in Quebec, as well as in predominantly francophone parts of Ontario. —submitted photo
