The minutes of the Expats Forum held on 8 July have now been published and the associated Q & A log updated.

The Q & A log follows the minutes and contains answers prepared by HMRC staff in response to questions raised by members of the Forum.
Composite Payment Arrangements 19 October 2015
If you administer pay for expatriates, the process for composite payment arrangements for January 2016 remains unchanged from 2015 and 2014.

Composite Payment Arrangements
The process for sending payments in January 2016 remains unchanged from 2015 and 2014, and as such new packs will not be issued automatically. Employers should use the template spreadsheet and reference number used for 2015. If the spreadsheet or information sheet is no longer available, please contact:
aoc.directpayments@hmrc.gsi.gov.uk where payments are due to be made to Cumbernauld, or aos.directpayments@hmrc.gsi.gov.uk where payments are due to be made to Shipley.
The spreadsheet should be with HMRC at least 5 days prior to the payment. Payment is due on or before 31 January 2016.
Joint Forum on Expatriate Tax and National Insurance Contributions 27 October 2015
The minutes for 25 August meeting of the Joint Forum on Expatriate Tax and National Insurance Contributions have been published on GOV.UK.
The joint forum on Expatriate Tax and National Insurance Contributions is a sub group of the main Employment and Payroll Group and is a partnership between HMRC, employers and professional and payroll advisers that acts to improve liaison between HMRC and its customers for the operation of the tax and NICs system for all international secondments of labour, both inbound and outbound.
The next meeting of the joint forum will be in April 2016.

For many years Valerie Woodland has served the CIPP by attending the Expatriate Joint Forum on behalf of the CIPP Policy & Research team. Unfortunately and due to a health problem, Val has had to stand down from this role and so it is with great sadness that we need to put out a call to the membership to ask whether anyone else, who is involved on a daily basis with inbound and outbound assignees, and would be interested in putting their name forward to continue Val’s sterling work in support of the Policy & Research Team?
