Districtwide Guides The following guides are overarching initiatives recommended for the Naperville Park District that assist in steering planning decisions made by the Board and staff and offer guidance in operating efficiently and competently. Recommended guides identified as part of this Master Plan are categorized based on the Park District’s established “Core Values” listed on page 12 (please note that many of the guides listed apply to multiple Core Values): Health and Wellness Promote community health and wellness; Help build healthy lifestyles and encourage a reduction in obesity; Promote year-round physical fitness
• Assess indoor space needs – considering uses, possibilities, and wholly understand the community’s interest to support financially; develop and adopt a plan based on these needs. • When assessing indoor space, continue exploring the possibility of aquatics options – including an indoor facility, a facility that offers active, leisure, and therapeutic uses – and methods to accommodate these needs (i.e., partnerships). • Based on the indoor space analysis and assessment of community needs/support, build a new, multi-use facility to serve the broad needs of the community. • Continue supporting the park donation ordinance implemented by the City of Naperville, Municipal Code 7-3-5: Land Cash Dedication Ordinance, to support the goals of the Park District and the community overall. • Maintain fruitful partnerships with other governmental agencies, community and corporate organizations, and private recreation providers to help supplement shortages and needs. • Collaborate with athletic organizations in a manner that does not confer ownership rights and is subject to annual use agreements; these collaborations should not reduce Naperville Park District’s ability to program facilities it manages.
• Entering into lease or cooperative agreements for use of facilities or land owned by others is only recommended if it supports the mission and satisfies District needs. Agreements should be reviewed periodically to ensure they continue to maximize value to the District. • Participate in land use updates or other planning documents/developments initiated by the City of Naperville as well as other governmental agencies. • Develop organizational practices to anticipate, adapt to, and address both planned and unexpected maintenance and program developments. • Monitor and evaluate program and survey data to provide direction in planning future facility/amenity development driven by community needs. • Developments/renovations on any leased land should be reviewed to verify if said improvements are appropriate on land not owned by the Park District. A cost benefit analysis should occur as well as to determine long-term value to the District.
Environmental Education, Stewardship, and Sustainability Promote natural resource management; Promote sustainability initiatives • Collaborate with other local and regional governmental agencies to continue the preservation of land, especially natural open space, and space that provides recreational value to the community. • Engage residents in long-term education of environmental stewardship through classes and volunteer opportunities as part of annual initiatives set forth by the Park District. • Research and implement industry-supported environmental and best management practices to implement a “greener” maintenance program for parks and facilities thereby expanding the Park District’s sustainability.
