• Update the Park District’s Recreation Programming Plan to identify initiatives for the District’s programming functions that are consistent with the goals of this plan, the Strategic Plan, and other organizational documents. • Execute Community Relations initiatives per the recommendations of the Marketing Plan. • Develop a greater understanding of the variety and diversity of the cultural makeup in the community and continue to explore recreational trends and identify new, unique programming opportunities and park amenity offerings within Naperville for all ages and abilities. • Uphold efficient operations and maintenance standards as evidenced by the Commission for Accreditation of Park and Recreation Agencies (CAPRA) accreditation through the National Recreation and Park Association (NRPA). • Maintain the Aaa bond rating as well as overall fiscal health and viability throughout the Park District.
• Continue soliciting input from residents and Park District patrons through public and electronic forums and use information from the Public Participation Process and other community input gathering tools to identify needs to expand/provide new recreational amenities for programming and open space. • Measure current utilization of NPD facilities for enhanced scheduling/expanding programs or services and leverage technology to promote “experiences” of parks and recreation throughout the District. • Related to the above, identify and implement technology and user enhancements for ongoing streamlining/ improvement of mobile device user experiences for both staff and District users.
Public Safety Meet or exceed public safety standards; Collaborate with other units of government to promote public safety • Research and evaluate new technology that can improve processes and safety throughout the District as well as recreational and park opportunities. • Maintain the Illinois Law Enforcement Accreditation Program (ILEAP) Accreditation. Accessibility Promote connectivity of recreational paths or trails; Provide accessible parks, facilities and programs
• In accordance with ADA and the spirit of providing opportunities for all, provide inclusive park amenities when renovating or designing new park facilities. • Maintain the collaborative partnership between the Park District and the Western DuPage Special Recreation Association (WDSRA) to continue to provide inclusive programming for all abilities in the community. • Improve parks in compliance with this Master Plan, Naperville Park District’s ADA Transition Plan, and the 3-Year Financial Plan. • Review and update the Fees and Charges Policy Manual as policies or revenue requirements change. • Develop existing land in Planning Areas that are deficient in programs and services before acquiring land elsewhere. Explore any such opportunities if land becomes available elsewhere, but note acquisition will be considered in accordance with the Naperville Park District Land Acquisition Policy.
• Collaborate with other governmental agencies with land holdings within and adjacent to the Park District’s boundaries to ensure such facilities are consistent with District goals and policies. • Maintain the Riverwalk through the existing partnership with the City of Naperville to ensure cost-effective and adequate service between use and compatible maintenance. • With trails continually identified as a top requested amenity in the Community Interest and Opinion Survey, maintain goals and objectives from the Trails Master Plan by identifying trail linkages and construction opportunities when implementing annual capital improvements. • Update the Park District’s Trails Master Plan to sustain future goals and initiatives and pinpoint new criteria for linkages as the community reaches build-out. • Continue to sponsor trail opportunities provided by other governmental agencies that support the Naperville community and coincide with the Trails Master Plan. • Implement recommendations from the completed Golf Site Master Plan in accordance with need and budget.
Personal Growth and Enrichment Promote personal creativity; Promote the development of life skills; Promote Positive Human Interactions • Maintain a successful volunteer program and continue seeking new initiatives to grow volunteer opportunities considering increased participation and recognition.
