2023-2025 Strategic Plan Update — Summary Report

Strategic Goals/Initiatives | 2023-2025 After a series of exercises that included visioning, environmental scanning, SWOC and ideation discussions, participants worked in small groups to develop short and long-term goals. Each group reported their results to the large group, and an updated list of goals was developed from the shared input. Participants also classified each goal according to a matrix model of time and complexity. Agreed upon criteria were used to classify a goal as short or long-term and as complex or routine. After the strategic planning workshops, the goals were consolidated and combined where possible. The Park Board was then asked to identify, via an online ranking exercise, which goals should be given the highest priority. The top 3 goals from each category are offered below as a process “snapshot” representing the most important strategic goals or priority areas identified by the Board and staff to address in the months and years ahead.

Top 3 Short-term Routine Strategic Goals • Assess/adapt/modify staffing needs of departments to align with services and the current labor market. • Launch the District’s Master Plan with recommendations and guides. • Assess current utilization of existing District facilities and capability for enhanced scheduling or expanded programs and services.

Top 3 Short-term Complex Strategic Goals • Implement the District’s 2023-25 Strategic Plan.

• Conduct an assessment of indoor space needs, considering uses, possibilities, and interest of the community to support financially; develop and adopt a plan based on need and support for further indoor amenities. • Identify strategies to address labor market staffing challenges (pay, skill sets, flexibility, etc.) to serve our community more effectively. Top 3 Long-term Routine Strategic Goals • Maintain the District’s strong fiscal position and Aaa bond rating. • Implement organizational design and staffing plans depending on indoor space needs assessment findings. • Remain flexibile/nimble in Park District operations and identify potential areas of innovation, re- design, refinement or other opportunities. Top 3 Long-term Complex Strategic Goals • Address and implement recommendations from the District’s indoor space needs assessment. • Develop and enhance activities and programs based on community and stakeholder feedback. • Based on analysis and assessment of community needs/support, build a new multi-use facility to serve the broad needs of the community.
