In total, the District’s leaders developed over twenty strategic goals: eight short-term routine goals, seven short-term complex goals, five long-term routine goals and six long-term complex goals. The following charts are the Priority Dashboard of strategic goals identified by the Board and Staff during the 2022 process (Figure 2).

Assess/adapt/modify staffing needs of departments to align with services and the current labor market. Launch the District’s Master Plan with recommendations and guides. Assess current utilization of existing District facilities and capability for enhanced scheduling or expanded programs and services. Evaluate and assess the use of capital funding approaches and utilization of debt service. Expand the engagement of volunteers to assist with natural area restoration, park maintenance projects and similar programs. Develop and implement an organizational succession plan to prepare for the future and help retain institutional knowledge. Develop organizational practices to anticipate, adapt to and address planned and unexpected maintenance and program developments. Explore expansion of daytime program opportunities at Fort Hill Activity Center for all residents.

Short-Term Complex Goals

Implement the District’s 2023-2025 strategic plan.

Conduct an assessment of indoor space needs, considering uses, possibilities, and interest of the community to support financially; develop and adopt a plan based on need and support for further indoor amenities. Identify strategies to address labor market staffing challenges (pay, skill sets, flexibility, etc.) to serve our community more effectively. Develop a greater understanding of the variety and diversity of the community’s cultural and recreational interests to meet demands of all park constituents and participants by ensuring accommodations in District programming and services. Assess technology and user enhancements for ongoing streamlining/improvement of mobile device user experiences for both staff and District users. Explore and identify new funding opportunities to diversify funding streams and sources. Expand community partnerships (i.e., social and cultural organizations/mental health organizations, etc.) to support community needs that align with the District’s mission.
