Non-Tax Revenue Plan

Grants - OSLAD Summary Open Space Land Acquisition and Development grants (OSLAD) are available through the Illinois Department of Natural Resources (IDNR). The Naperville Park District applies for OSLAD grants for park development projects in the capital plan when they fit the grant program’s guidelines and can be completed within the timeframe necessary for the grant. The dollar amounts in the figure above show the funds spent by the Naperville Park District on reimbursable OSLAD grant projects. The District was awarded a $400,000 OSLAD grant for the Knoch Knolls Nature Center in 2013. A total of $100,000 received from the grant was recognized in 2013. The remaining $300,000 was recognized in 2014. From 2015-2018 the State did not provide funding for OSLAD grants. In 2019 (subsequent to the 2019 budget preparation), the District was awarded a $400,000 grant for the development of Wolf’s Crossing Community Park. Grants - OSLAD Objectives • Consider future OSLAD applications for projects that fit the grant guidelines and fulfill the goals of the Naperville Park District’s Master Plan.

Sales Summary Sales revenue experienced a significant increase in 2016 due in part to the District’s opening of the Riverwalk Café, formerly the Riverwalk Eatery, and the addition of the Fort Hill Café. The renovated Riverwalk Café allowed the Park District to expand the menu available at the facility, and serve more customers. Increased revenues were experienced again in 2017 with a full year of operations at the facility. While revenues increased in 2016 and 2017, expenses associated with the operations did not achieve the anticipated profit margins. Several changes to staffing, hours of operation, and menu were implemented in 2018. The changes, in addition to weather, resulted in less revenue in 2018, however, the Riverwalk Café achieved positive net income. The sales generated in this area also encompass food and beverage operations at the District’s two golf courses and Centennial Grill.
