Initiatives/Frequency:  Evaluate Recreation Experiences against Mission and Core Values – Annually (Existing), As Proposed (New)  Evaluate Leader-directed Programs against Core Values – Annually (Existing), As Proposed (New)  Evaluate Programs against Cohorts – Annually 4.1.3 CONSTITUENT INTERESTS AND DESIRED NEEDS Having full knowledge of the community’s needs, interests and behaviors is essential for program development. Needs of the community are determined through community surveys, program evaluations, Recreation staff meetings, trend identification and participant input (both formal and informal). The District utilizes a Program & Service Evaluation Procedure and template questions as a method to receive customer and participant feedback. A copy of the procedure and questions is included in Appendix D. Additionally, the Park District has adopted a Public Participation Process related to Capital Initiatives to formalize the processes and procedures for communicating and receiving constituent feedback on projects. Examples of some of the efforts to assess constituent needs include:

Recreation Programming Plan Guide: Constituent needs shall be considered during the development of programs. The feedback received will be used to enhance existing programs and develop new offerings. Feedback will also be utilized to confirm/modify standards for program and facility development. Initiatives/Frequency:

 Complete Program & Service Evaluations – On a Quarterly Basis  Conduct Committees, Open Houses, and Focus Groups – As Needed  Conduct Community Interest & Opinion Surveys – Every 3 to 5 Years

4.1.4 CREATION OF A CONSTITUENT-CENTERED CULTURE Engaged constituents are critical to the organization’s success. As outlined previously in this document, community and participant input is a key component in the development of strategic initiatives, planning documents, and the District’s programs and s ervices. Constituent engagement, however, extends well beyond planning the District’s facilities, programs and services. The District promotes an environment that develops meaningful and engaged relationships with constituents. This is demonstrated through high satisfaction and esteem ratings within community surveys and program evaluations, a large pool of consistent volunteers, and active and loyal members of the District’s golf facilities, Centennial Beach, and Fort Hill Activity Center.
