2023 Master Plan

Amenities Considerations/Recommendations • As anticipated in previous plans, population growth was minimal in the last five years and will remain low due to the built- out status of this area. As such, amenity demand did not increase substantially. • The majority of the Riverwalk is located in Planning Area 3 and considerably the main attraction to Naperville. The Park District partners with the City for maintenance and repairs. The Riverwalk Asset Management Plan should continue to guide both entities in providing efficient upkeep. • The Riverwalk 2031 Master Plan was approved in 2020 to commemorate the 50th Anniversary of the Riverwalk. The plan highlights numerous projects along the Riverwalk designed to “maintain the Riverwalk’s extraordinary cultural, environmental and economic impact on Naperville’s success.” (City of Naperville). • The Park District should work collaboratively with the Riverwalk Commission and associated public entities to assist projects contained in the plan, while balancing Park District’s own maintenance and capital project obligations. • Emphasize maintenance of existing facilities/amenities before constructing new ones. • Continue researching trail linkage opportunities as referenced in the Trails Master Plan or as proposals arise from residents or partnering agencies. • Consider maintenance and improvements for each park based on the Service Level Guidelines outlining park maintenance standards and the Design Guidelines. Open Space Summary Neighborhood Parks and Community Parks are intended to serve the planning area versus other park types, which are aimed to serve the entire community. With this reasoning, Neighborhood Parks and Community Parks acreage is reviewed for each planning area.
