This Master Plan should guide the District over the next five to 10 years in the decision making process, but remain a flexible tool. This plan should work in conjunction with existing Park District planning documents, such as the Strategic Plan, referenced above, the Recreation Programming Plan, 3-Year Annual Financial Plan, etc. It should be reviewed annually, particularly the Districtwide Guides, to measure successes and challenges as the community changes. The Park District should take advantage of any unforeseen opportunities not identified in the plan and include them in the update. The recommendations and considerations identified in this plan are intended to enhance the quality of life for Naperville Park District patrons as well as the community overall. The Naperville Park District strives to continue to provide a great value and diverse recreation opportunities in an effort to serve the varied interests and needs of the community.

As directed by the Strategic Plan, the Park District should perform an indoor needs assessment to determine the feasibility of increasing indoor recreation for the community and identify applicable amenities to fulfill this need without tremendous burden to the District budget or the taxpayer. Walking trails are a top requested item year after year and the Park District will continue identifying trail connections and working with agencies to integrate paths into larger trail networks.

The Park District has significant acreage available to the District—and combining this available land with existing open space providers such as forest preserves and schools—acquiring more land should only be considered if it fits within the Park District’s criteria. As stated in previous plans, the Naperville Park District should always attempt to develop and foster partnerships with other governmental agencies and athletic organizations to provide high quality services while reducing the duplication of services and costs to residents. The Park District should consider providing support, financially or otherwise, to initiatives spearheaded by other agencies that are consistent with the District’s Mission, Vision, and Core Values and organizational documents.
