A formermayor of Clarence-Rockland and two members of his council will not have to spend the next two weeks in provincial court in L’Orignal. Nor will a local lawyer and businessman who was charged in concert with them. Crown Prosecutor Julie Scott announced in provincial court Nov. 2 that her office would not continue legal action on breach of trust charges against Marcel Guibord, former mayor of the City of Clarence, and Guy Félio and Diane Choinière, who sat on council during his term in office, or against Stéphane J. Lalonde, a local lawyer and developer. Lalonde was also charged with counselling to commit breach of trust but Scott confirmed that the Crown is also not pursuing that charge any further. The four were scheduled for trial on the charges starting November 2, 2015, with nine days set aside for the case. But Crown Prose- cutor Scott told Justice Jean Legault that the

decision not to continue thematter followed a further review of the evidence and noting “certain ambiguities that were not apparent during the original OPP investigation.” The four were charged in September 2013 following anOPP Rackets Unit investigation covering the time period starting from the end of March 2010, prior to the November 2010municipal election, and finishing at the beginning of August 2011. Part of the investi- gation concerned a series of email exchanges between the four. One of the topics covered during the email exchange was the possible future for Daniel Gatien, then-city adminis- trator for Clarence-Rockland. All four defendants have agreed to a common law peace bond proposal from the Crown office. The peace bond covers a 12-month period, with a $500 surety penalty for violating any of its conditions. The four are required to show good be- haviour during the 12-month peace bond des accusations. Ils doivent, entre autres, ne pas troubler l’ordre public ni entrer en contact avec Richard Lalonde, l’ex-maire de Clarence-Rockland, et Daniel Gatien, l’ancien directeur général de Cla- rence-Rockland, et ce, pour une période de 12 mois.

Lalonde the most as he and Gatien are engaged in a civil suit case now before the Ontario Superior Court. Lawyers for the twomenmay serve as contact inter- mediaries under this exception.

New CEO for school district The Upper Canada District School Board (UCDSB) has appointed Stephen Sliwa as chief executive officer and also director of education and secretary to the board. Sliwa’s appointment takes effect Nov. 23. Sliwa has 30 years experience in public education, including two decades for districts and communities in the Upper Ottawa Valley and Ottawa-Carleton regions. His career began as an educational assistant for special education in the Greater Toronto Area in 1985, later qualifying for his teaching degree and dealing with special education, Native studies programs, and history curriculum for the Renfrew County District School Board. He has since held postings as a secon- dary school guidance counsellor, vice-principal and principal at schools in small town and rural areas. Later, he became a provincial supervisory officer with the education ministry, dealing with various curriculum needs for Eastern Ontario school districts. He returned to district-level postings first as Renfrew County’s education superintendent in 2004 then Ottawa-Carleton’s superintendent of instruction and learning technologies in 2010, before joining the UCDSB to succeed Charlotte Patterson who retires as UCDSB education director this year. – Gregg Chamberlain

Plusieurs citoyens de Clarence-Rockland ont fait valoir leur mécontentement à la suite de la suspension des accusations d’abus de confiance qui pesaient contre l’ancien maire de Clarence-Rockland, Marcel Guibord, l’ex-conseiller Guy Felio, la conseillère Diane Choinière, ainsi que l’homme d’affaires et avocat, Stéphane J. Lalonde. Les accusations étaient tombées en sep- tembre 2013. Une partie de l’enquête de la Police provinciale de l’Ontario concernait des courriels qui avaient été échangés entre eux au sujet de l’ancien directeur général de Clarence-Rockland, Daniel Gatien. Alors que devait s’amorcer le procès des quatre accusés le 2 novembre dernier, la Couronne a plutôt annoncé la suspension
