n Wednesday, Septme- ber 12, the Southern NJ Chapter of the Ap-
correct or augment reports to the client and review USPAP compliance. Ending the day was Dennis A. Scardilli, Esq., MAI, and Ste- ven N. Flanzman, Esq., Sr. NJ DeputyAttorney General for the NJ SBREA. The topic was Law and Disciplinary Procedures for Being an Appraiser in 2012. Scardilli and Flanzman dis- cussed the disciplinary process utilized by the NJ State Board of Real EstateAppraisers, along with recent disciplinary deci- sions, and how the process and the decisions affected the practicing appraiser. State law governing appraisers were discussed in the context of the disciplinary process and recent decisions. Current issues such as the Mortgage Reform and Anti-Predatory Lending Act of 2010 and repurchase demand appraisals were referenced in regard to the disciplinary process. There was a question and answer session after the presentation. Dennis Scardilli served as chairman of the event. Scar- dillis is one of the few people in the United States who is a practicing attorney, a Member of theAppraisal Institute (MAI) and anAppraisal Qualifications Board Certified Uniform Stan- dards of Professional Appraisal Practice (USPAP) Instructor. While law is now his only prac- tice area, he also holds New Jersey licenses as a State Cer- tified General Real Estate Ap- praiser, Certified Tax Assessor and Professional Planner. He is admitted to practice law in New Jersey and Pennsylvania and is a N.J. Civil Court R. 1:40 Qualified Mediator. The next chapter dinner meet- ing is Thursday, September 27,
at the Adelphia in Deptford. “The State of the U.S. Real Es- tate Market” will be presented by Peter F. Korpacz, MAI, CRE, FRICS, of Korpacz Realty Advisors. This seminar gives a practical look at the forces driving real estate performance. This includes how appraisers can identify & analyze them, and use creativity, insight, & market-supported reasoning to forecast their impact on real estate income streams and values. Peter F. Korpacz is celebrat- ing 50 years in the real estate appraisal, counseling, publica- tion, and research fields. He is president of Korpacz Realty Advisors, specializing in litiga- tion-support, including expert witness testimony. He is well known for cap rate studies and valuations of regional malls for tax appeals. Mr. Korpacz is the founder and original publisher of the quarterly Korpacz Real Estate Investor Survey®. He was a principal researcher and advisor for the annual Emerging Trends in Real Estate® from the 2001 U.S. issue through the 2008 U.S. issue. He is the author of numerous articles; contributor to numerous real estate books and is a former editor-in-chief of The Appraisal Journal. Hughes, Dean, Rutgers University, on The State of the Real Estate Market 2012. Dr. Hughes presented his Rut- gers Regional Report on: De- mographics, Economics and Housing Demand (April 2012) report. His analysis in this Rutgers Report is an important message that should be heard by both single family residential and income producing property appraisers. Scott Dibiasio, Manager, State and Industry Affairs, Appraisal Institute, presented Federal, State, and Industry Issues and How They Affect Appraisal Practice. He dis- cussed pertinent information relative to the current status of BPO’s, AMC issues, and other state and federal legislation. This presentation gave a bet- ter understanding relating to local and national legislation, rules and regulations affecting their appraisal businesses and activities. Denise M. Siegal, IFA, CTA, President, NJ SBREA, present- ed Appraisal Report Writing: Making Your Summary Report “Reader” Friendly and Defend- able. She brought up appraisal report writing to the simple, complete facts. She identified short falls of the appraisal form, discussed the need to properly describe and/or explain the process utilized, and showed how to make the report “reader friendly.” She will also illustrate how to preventing the need to
