The latest CIPP technical panel updates: looking forward while also reflecting

The CIPP’s policy and research team hosts a technical panel twice a year with a host of passionate payroll experts, led by Mathew Akrigg MCIPPdip, CIPP Policy and Research Officer. Read on to find out what was discussed at the latest meeting

W ith the dust now settled on the new tax year, and further information on future Government plans now available, the CIPP’s technical panel met once again on 24 June 2025. This was to allow for discussion of what these plans mean for the profession and how the panel would like to see them evolve. The group also reflected on what lessons could be learned from the now scrapped additional reporting of hours policy. What was discussed at the latest technical panel? There were two main agenda items for this meeting: 1.) Mandating payrolling benefits due April 2027 Namely, what does the industry need to happen before this can take effect? And what does HM Revenue and Customs (HMRC) need to do to prepare payrollers for the change? 2.) Reporting of hours So, what feedback should we provide on how this was handled?

reporting was brought up and discussed as an ‘any other business’ item.

Discussing the latest release from HMRC regarding the payrolling roadmap, it was agreed that the current plans would mean some form of implementation for everyone, not just those who haven’t transitioned over to the voluntary method yet.
