OVERALL PURPOSE OF THE JOB: To be responsible for the strategic planning and development of the Maintenance requirement within Facilities Maintenance and Compliance, in order to achieve and maintain a customer focused service of the highest quality. To manage and direct all available resources to ensure the delivery of a cost effective and efficient maintenance service to the University. Promote the FMC working within a general framework of “best value.” Working with both Associate Director of FMS and Deputy Associate Director of FMC as part of the Senior Leadership Team. Supporting implementation of FMC strategic plans and operational priorities deputising as required for Senior Colleagues.
Ensure that all FMC maintenance activities are carried out in accordance with the requirements of the University and Directorate Health & Safety policy statements, procedures and arrangements and, particularly the Health & Safety at Work Regulations and all subordinate legislation. Lead on matters relating to employee recruitment and personal development within the Maintenance and Compliance teams. Liaise with the University P&OD Partners and other specialist colleagues as applicable, ensuring lawful guidance and best practice is applied in matters relating to welfare, performance and conduct Contribute to the delivery of the FMC, Directorate and PS Equality, Diversity, and Inclusion objectives. Represent the Directorate as agreed in meetings, committees, working groups etc. to share effective organisational approaches and best practice and ensure as far as possible that service provision is continually maintained at the highest achievable standard. Support the Deputy Associate Director of FMC in the promotion of team working and a collective sense of purpose across the broader Directorate of Estates and Facilities operation. Deputise for the Deputy Associate Director of FMC and represent the University at external/internal meetings and when agreed (with the Deputy Director). Assist the Senior Facilities Maintenance and Compliance team in the planning, development and implementation of an Estates Performance Managements System that includes a framework consistent across all operational units. In conjunction with direct reporting staff, develop Unit and Individual Development Plans for the units under your control.
Manage a delegated recurrent budget covering all expenditure and income for FMC maintenance and compliance. Work closely with the Directorate of Finance in the provision of monthly management accounts, annual and five-year budget proposals, and ensure compliance in accordance with the University Financial Regulations. Liaise with University Procurement colleagues and based on best practice within the industry / HE sectors ensure that all FMC Maintenance and Compliance activity use the most effective and efficient procurement routes, achieving cost saving where appropriate. Lead on the implementation and development of new technologies. Establish and maintain contact with other higher education institutions ensuring consistent service provision to the highest achievable standard. Develop and maintain Service Statements for all activities carried out by the FMC maintenance and compliance teams and establish and maintain SLAs wherever appropriate. Lead on the development of Policies and Procedures for Property Management and other E&F related functions as appropriate in conjunction with the wider FMC senior leadership as required. Ensure compliance with and promotion of the University policies, procedures and requirements at all times, in particular, those relating to Health and Safety, Equality, Diversity and Inclusion along with information governance and lead on embedding these within day to day working practices and ensure they are managed effectively. Oversee and ensure that the FMC Maintenance and Compliance teams supports the University’s Social Responsibility Agenda
KEY RESPONSIBILITIES, ACCOUNTABILITIES AND DUTIES: Provide senior leadership for the FMC Compliance & Maintenance delivery operation and its teams comprising of professional, technical and administrative staff, and ensuring effective management, direction, motivation and continual professional development in line with both University and E&F core values. Thereby maximising performance levels in line with E&F strategy, related Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) and in turn driving the ongoing development of strategic and policy priorities to realise the University’s strategic ambitions towards service excellence. Lead on agreeing, delivering and continually developing and monitoring the standard of FMC operations and services, in line with Estates &Facilities strategy also including related Service Level Agreements (SLAs) and Key Performance Indicators (KPIs). Develop, monitor and review long-term strategies for FMC Maintenance Operations and Service. Consulting as required with
direct reports and colleagues from the FMC Leadership team along with the wider University and external associates. Lead the continual development of customer focused services within FMC. Promote the Directorate of E&F by establishing and maintaining working relationships throughout the University. Provide high quality, responsive and efficient services by your own personal standards and professional courtesy. Ensure that all maintenance and compliance work is carried out to minimum agreed standards, and complies with legislative and statutory requirements to include: - • Ensure Statutory Compliance requirements for all maintenance activities are met across the Estate in accordance with the relevant E&F documents covering Fire Safety • Asbestos Management • Water systems including Legionella prevention • Gas safety • Electrical Installations • HVAC • Pressure systems
