PERSON SPECIFICATION A first degree and/or an appropriate professional qualification to chartered level of CEng OR MRICS and extensive experience demonstrating management ability in a similar large environment with a mix of internal and external resources An established career record of accomplishment and experience in construction/facilities management, and evidence of progressive professional development Working knowledge of: • Facilities Maintenance – Operation, Policy, and Strategy • Building and Infrastructure Survey and Inspection • H&S Legislation • Building Statutory Compliance Legislation • Building Regulations • Environmental legislation • Health & Safety legislation, particularly CDM Regulations • Planning legislation • Building Architectural and MEP Design • Contractual practices and procedures • Value engineering • Procurement strategies • Whole life cycle costing • Risk management Proven leadership abilities of Maintenance Policy, Construction Health and Safety and the technologies available to deliver a comprehensive and customer focused maintenance service, gained with a comparable role and work environment Proven leadership abilities for the delivery of Reactive, Planned, and Long-Term maintenance. Knowledge of environmental sustainability issues and how these may have an impact on the University

Extensive knowledge & skills in leading and managing a large maintenance team across a diverse range of disciplines, possessing a flexible approach with the ability to initiate and manage change, and setting and achieving clear and challenging performance goals Demonstrable experience in leading and managing people/change management. Service excellence in an FM/Construction or comparable field. Qualifications leading to membership of the ILM or CMI such as MCMi and CMgr. IT literate with a good understanding of industry relevant software systems and processes Proactive approach to generating new ideas, identifying and seizing opportunities Proven strategic leadership skills and knowledge to the requirements of the post, including the ability to innovate and to drive change management and to exercise leadership across a large and complex area Influencing skills to a senior executive / management level for effectively advising/guiding reporting staff, professional peers and stakeholders, gained within a similar leadership role in a comparable working environment Liaison and networking skills in senior leadership, gained within a comparable role and work environment, with the ability to work effectively in partnership with others from within and outside the organisation, and across organisational boundaries in the pursuit of university strategies Ability to produce high quality reports and correspondence, and in delivering clear written, visual and verbal reports or presentations that succinctly and clearly explain critical measurable or evidenced information

Working Environment: • Mainly office based using a variety of PC and other IT equipment. • Responsible for implementing defined University maintenance standards to address statutory requirements and delivering an operational service in line with ‘Best Value’ principals. • Directly responsible to the Head of Facilities Maintenance and Compliance from whom strategic and policy guidance is received as necessary but with minimum supervision. • Responsible for a large team of technical, professional and support staff
