CITY OF SAN BERNARDINO Campaign signs may be posted or placed on private property with prior property owner's permission. Campaign signs shall not be posted or placed in any way that poses a hazard or traffic sight visibility problem to motorists, pedestrians or cyclists using the public rights-of-way or in any manner that creates a hazard. The City may remove any campaign sign that it deems to be improperly placed. Campaign signs and billboards SHALL NOT be posted or placed on any building owned, operated, or leased by a public agency; on or within the confines of any public parks, recreation area, or other type of landscaped ground owned or operated by the City or other governmental agency; upon any flagpole or public tree; on any fence owned by a public agency; on any traffic-control sign or device; or on any telephone or utility pole. The City may, without prior notice, remove campaign signs that are placed on public property as described above. The City and its employees are not liable for any claims of damage or loss resulting from the removal, storage or disposal of improperly placed signs. Campaign signs must be removed within seven days after the election. Each candidate is held responsible by the City for the posting and removal of their campaign signs. Temporary Signs Displaying Noncommercial Messages Campaign signs are considered one of a number of temporary signs displaying a noncommercial message. Accordingly, the information provided below specifically relates to “temporary signs” displaying noncommercial messages such as a campaign sign. The City of San Bernardino Sign Ordinance specifically exempts these signs (not requiring a permit) subject to compliance with the following standards: Signs on Private Property:  Maximum Number: There is no limit to the number of signs that may be place on private property.  Maximum Sign Area: The area of any sign shall not exceed 24 square feet.  Maximum Sign Height: No sign shall project above the roofline of any structure.  Duration: All signs associated with a particular event shall be removed with a period of 7 days following the event.  Owner Authorization: No sign(s) shall be located on any private property without the express permission of the property owner.  Location: Temporary Signs shall not be placed in any public right-of-way.

Additionally, the following standards apply to specific sign types:

Banner Signs and Pennants:  Banner Signs and Pennants shall be affixed to a permanent structure or fence, and shall not be mounted on any temporary posts or affixed to trees.  Banner Signs and Pennants shall be well-maintained (not torn, bent, faded, or dirty).  Banner Signs shall be securely affixed at all corners. Yard Signs:  Yard Signs shall be set back a minimum of 1 foot from any property line.  Yard Signs shall not be located in the public rights-of-way , but on private property and within a landscaped area.  Yard Signs shall be installed securely in the ground.
