Transportation Safety Institute (TSI) In 1963, the Civil Aeronautics Board (CAB) and FAA created the National Aircraft Accident Investigation School at the Aeronautical Center with the purpose of providing training for Civil Aeronautics Board (CAB) accident investigators, FAA Aviation Safety Inspectors, and members of the aviation industry. In 1971, this crucial leadership role in accident investigation training was transferred to the TSI, Aviation Safety Division. TSI provides safety management systems, system safety, safe systems, grant management, hazardous materials, and crash investigation training in support of the Federal Transit Administration, National Highway Traffic Safety Administration, DoD, transit agencies, and the aviation industry. In addition, TSI provides workforce development assistance to the Pipeline and Hazardous Materials Safety Administration and the Federal Railroad Administration. FAA Center Workforce The FAA Center is the second largest employer in Oklahoma City, trailing only Tinker AFB, and the fourth largest employer in the state. The Center was home to an estimated 5,102 federal civilian employees and contractors in fiscal year 2024. The workforce consists of a reported 3,318 appropriated fund federal civilian employees and 1,784 contract workers and employees at tenant organizations. 6 Total payroll at the facility reached $570 million in fiscal year 2024, an average of $111,560 per worker. The FAA continues to maintain a very highly skilled workforce in Oklahoma City. The mix of occupations among the 3,318 permanent federal civilian employees at the Center is detailed in Figure 8. 7 Approximately 98% of the jobs are white collar and most require professional or other specialized training. The largest occupational group includes 703 jobs in general administrative, clerical, and office services occupations. These jobs reflect the administrative nature of much of the activity at the Center but have decreased steadily in number over time. The second largest specialty area includes 613 engineering and architecture positions. The large pool of FAA engineers based in Oklahoma City provides scheduled and emergency technical support services to FAA customers nationwide. The 433 workers in the Transportation Group and the 401 workers in Information Technology comprise the next two largest specialty areas. Both groups have experienced steadily rising employment numbers over time. Accounting and Budget is the only remaining group with more than 300 federal civilian employees, with fluctuating employment levels in recent years. Other specialty occupation groups include physical sciences (190), legal (140), investigation (90), and business and industry (74).
