VII. Federal Procurement in Oklahoma Aerospace

Measuring Procurement Activity To accurately identify federal contracts that are aerospace-related, a specific methodology must be chosen. This section evaluates federal aerospace-related contracting by focusing on agencies whose missions are closely tied to aerospace activities. The Air Force, FAA, and NASA are the three primary federal agencies operating in the region with aerospace as their main mission. The assumption is that even purchases indirectly related to aerospace are essential for achieving aerospace-specific outcomes. While this approach captures all contracting activities related to these major federal entities with deep aerospace roots, there are two concerns with using this agency-level approach. First, some purchases by these agencies may be unrelated or only indirectly related to their aerospace missions, potentially leading to an overstatement of aerospace-specific contracting in the region. Second, this approach does not account for aerospace-specific contracting by other federal agencies. Many other agencies make smaller aerospace- related purchases that are excluded, which can result in an understatement of the total aerospace contracting. Overall, this methodology is useful because it ensures a comprehensive evaluation of the primary aerospace-related federal contracts, providing a clearer picture of the region’s aerospace contracting landscape and highlighting the significant contributions of key federal agencies. Total Procurement Activity Contracting data discussed in this section of the report primarily reflects contracts with a place of performance in the state of Oklahoma, or the Greater Oklahoma City region, as noted. Contract values are based on annual action obligation amounts per contract on a fiscal year basis. Historical estimates shown in this section reflect updated amounts in order to make them directly comparable to the current assessment. Figure 19 illustrates the significant economic role played by federal contracting across the state and in the 10-county Greater Oklahoma City region. In fiscal year 2024, federal procurement contracts totaling $5.45 billion in current obligations were performed within Oklahoma. This is up 30% from $4.18 billion in fiscal year 2019 data reported in the 2020 aerospace report.
