Total Revenues – Operating Funds Total operating revenues have increased over time as enrollment has grown and rates have increased to keep up with inflationary pressures. Operating revenue growth is budgeted to slow down in FY 2019 due to projected lower overall total enrollment growth. It is obvious that something different happened between 2016 and 2017 between net tuition revenue and the state allotment. This is the year that tuition dropped 15 percent and the lost revenue was added to the state allotment (called “backfill”). Aside from that anomaly, operating revenues have been rising over the past three years and are expected to rise in FY 2019, although at a slightly slower pace.
